Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 28, 2015. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on September 14, 2015 and September 21, 2015.
6. Receive reports and /or minutes from the following boards, commissions, and committees:
a. Airport Advisory Board (7 -16 -2015)
b. Main Street Advisory Board (8 -13 -2015)
c. Historic Preservation Commission (7 -8 -2015)
d. Paris Public Library Advisory Board (8 -19 -2015)
e. Paris Economic Development Corporation (8 -25 -2015 & 9 -8 -2015)
f. Building and Standards Commission (8 -17 -2015)
7. Receive August monthly financial report.
8. Receive August drainage report.
9. Receive demolition report.
10. Receive code enforcement activity report.
11. Approve a Resolution authorizing the execution of a grant application through the Texas
Department of Agriculture Texas Capital Fund Main Street Program for downtown
sidewalks.
12. Approve an Ordinance authorizing the issuance of a solid waste collection permit to
County Waste Collection, LLC d/b /a Trashy Business.
13. Approve the Ordinance Disannexing 566.58 acres of land from an area located North and
South of FM 1508 /Airport Road in the City of Paris, Lamar County, Texas.
Regular Agenda
14. Consider and take action on status update of Round IV Planning from Region D Water
Planning Group — Walt Sears, Executive Administrator and Linda Price, Chair.
15. Receive update and discuss the work being done on S. Church Street and 3`d N.E.
16. Receive update on sale of the old police building and the old health department building.
17. Discuss and act on one appointment to the Historic Preservation Commission.
18. Discuss and act on two appointments to the Main Street Advisory Board.
19. Discuss and act on a Resolution nominating a candidate or candidates for membership on
the Board of Directors of the Lamar County Appraisal District.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
21. Adjournment.
