17 - APPOINTMENT TO THE HISTORIC PRESERVATION COMMISSIONItem No. 17 memorandum TO: Mayor & City Council John Godwin, City Manager FROM: Janice Ellis, City Clerk SUBJECT: APPOINTMENT TO THE HISTORIC PRESERVATION COMMISSION DATE: September 22, 2015 BACKGROUND: Policies and Procedures for Boards, Commissions, and Committees adopted by City Council allow for the appointment of a board member when a vacancy occurs. STATUS OF ISSUE: As directed, staff re- advertised for this vacancy through the city web -site and the Paris News. New Main Street board member Phillip Peeples is serving on HPC in the position reserved for a Main Street board member, leaving one vacancy on the Historic Preservation Commission. City staff has received three applications. Applicants are Anne Biard (7/28/2015); Michael King (7/31/2015); and Pat Conrad (8 -25- 2015). Main Street Coordinator/Historic Preservation Officer Cheri Bedford would like to move forward with training for the HPC, which will be conducted by the State. Ms. Brown from the Texas Historical Commission is willing to travel to Paris to conduct the training but feels that it would be most beneficial to have a full commission in place prior to moving forward. BUDGET: N/A RECOMMENDATION: Appoint one member to fill a vacancy on the Historic Preservation Commission.
