Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, October 12, 2015. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on September 28, 2015.
6. Receive reports and /or minutes from the following boards, commissions, and
committees:
a. Airport Advisory Board (8 -20 -2015)
b. Historic Preservation Commission (9 -9 -2015)
7. Approve agreements with non -profit agencies to perform services for the City.
8. Approve the Final Plat of Lot 1, Block A, Klement 296 -A Addition, located at 3215 and
3225 Lamar Avenue.
9. Approve the Final Plat of Lot 1, Block A, Paris EMS North Station, City Block 297,
located at 2310 and 2320 N.W. 19'x' Street.
10. Approve the Final Plat of Lot 1, Block A, Paris Public Storage Addition City Block 281,
located at 1640 Clement Road.
11. Approve the Final Plat of Lots 1 and 2, Block A, Oak Ridge 318 Addition, located in the
3000 Block of N.E. Loop 286.
Regular Agenda
12. Discuss, conduct a public hearing and act on an Ordinance considering the petition of the
City of Paris for a change in zoning from Light Industrial (LI) to Public Lands and
Institution District (PLI) on Lot part of 12 and part of 13, City Block 297, located at 2310
and 2320 N.W. 19th Street.
13. Discuss, conduct a public hearing and act on an Ordinance approving the Site Plan for
Klement Investment on Lots 8 & 9 of City Block 296, located at 3215 & 3225 Lamar
Avenue.
14. Discuss and act on a Resolution approving a second amendment to the contract with the
Pounders Law Firm to include collection of land -based receivables.
15. Discuss and act on requesting HWH to not allow the former city engineer to participate in
the city bond project planning and engineering.
16. Receive presentation from John Carney of Trenchless Technologies, Inc.; John Newel of
No -Dig Tech, LLC.; and Mark Mathis of WL Prospecting about trenchless pipe bursting;
discuss and possibly take action.
17. Discuss the Airport Advisory Board minutes of July 16, 2015. (A motion to remove this item from the
table is required before deliberating.)
18. Discuss and act on a new airport hangar ground lease policy.
19. Discuss failure to stop for school buses during loading and unloading of children, and
provide direction to staff.
20. Consider and approve future events for City Council and /or City Staff pursuant to
Resolution No. 2004 -081.
21. Adjournment.
