08/04/2015 MINUTESMinutes Traffic Commission City of Paris The Traffic Commission met on Tuesday August 04, 2015 at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Barry Shiver 2. Susan Hamby 3. Wendell Moore 4. Jimmy Hodges 5. David Ballard The city staff was represented by Asst. Chief Randy Tuttle. Mr. Shiver called the meeting to order at 5:22pm. A quorum was established with five members present. Mr. Shiver then moved to item #2 concerning the approval of minutes from the July 07, 2015 meeting. Mr. Ballard made a motion to approve minutes with a second from Ms. Hamby. Motion carried 5 -0. Mr. Shiver moved to item #3 regarding the discussion and possible action concerning the placement of speed bumps in 300 block 422d NE. Mr. Tuttle informed members that Public Works Director Jerry McDaniel had received a request from a resident at 320 42nd NE asking the city to place speed bumps on 42nd due to speeding vehicles. Mr. Tuttle advised that the Traffic Division had conducted a traffic survey on 42nd NE from July 31 — August 03, 2015. This survey included the number of vehicles travelling on 422 along with the speeds the vehicles were moving. Mr. Tuttle said the result of the survey was 0.1 % of vehicles were above the limit. Staff recommended no speed bumps be placed on 42nd NE. Mr. Moore made a motion based on the survey and staff's recommendation that no action be taken. Ms. Hamby second the motion and it passed 5 -0 Mr. Shiver then moved to Item #4 regarding the discussion and possible action concerning traffic issue at 20th NE & Martin Luther King Jr. Drive. Mr. Tuttle informed members that the grounds of MLK Church of Christ at 20th NE & Lamar had experienced damage over years by vehicles driving onto the property causing damage due to the vehicles failing to negotiate the curve. Mr. Charles Fulbright along with members of the church presented a power point presentation outlining the various issues the church has experienced due to vehicles damaging church property. Mr. Fulbright stated the church had placed bollards on the property to help prevent further damage. Mr. Fulbright stated this has helped but the church is still having issues with vehicles damaging property. Mr. Fulbright and church members asked for any help that would enhance the safety of the curve and alleviate further damage to church property. Mr. Tuttle informed members the road was maintained by TXDOT and he had been in contact with them asking they address this. TXDOT had recommended a one - direction arrow (W1 -9T) sign be placed in line with southbound traffic. After discussion by members Ms. Hamby made a motion to request that TXDOT place the one - direction arrow along with rumble strips on each end of curve, raised pavement markers in the curve, and shoulder texturing on edge of pavement. A second to the motion was made by Mr. Hodges. Motion carried 5 -0. Mr. Shiver then moved to item #5 concerning old business. Mr. Tuttle informed members that he had informed Public Works of Mr. Engelhardt's request to explore the possibility of widening the ramp on Trail de Paris where it crosses 24"' SE. There were no funds to make the changes at this time but they would consider it if repairs or changes was scheduled in the future. Mr. Shiver then moved to item #6 concerning any future agenda items. There were none. Mr. Shiver then moved to adjourn the meeting at 5:58pm. A motion was made by Ms. Hamby and second by Mr. Moore with motion carrying 5 -0. Chairperson: L l Date: t,C :� t�
