1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.

2. Approval of minutes from previous meetings. (August 17, 2015)
Motion was made by Ben Vaughan and seconded by Ken Kohls to approve the
minutes for August 17, 2015 meeting. Motion carried unanimously. 4 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
A. 1235 NW 16'h; City block 234, Lot 12
Owner: Pedro Barrios C/O Pedro Barrios Jr. 310 NE 41St Paris, TX 75462
Taxes Owed: $2546.36
Property owner came in and signed right of entry. Deleted from agenda.
B. 2860- 2870 -2880 Bonham; Western Oaks Addition Block 1, Lot 14 & Pt of 15

No Back Taxes Owed
Robert Talley has had no contact with the owner.
Robert stated that the roof is wrapped, has deteriorated and missing wood, inside
ceiling leaks, mold is on the walls, ceiling panels are falling but it is not ready to
demolish.
Robert Talley's recommendation: 30 days to repair if not the property will
come back to the commission.
Motion was made by Johnny Norris, seconded by Ben Vaughan to accept
Robert Talley's recommendation. Motion carried unanimously. 4 -0
C. 1364 Graham; City Block 191, Lot 24
Owner: James & Barbara Rawlinson PO Box 1763 Paris, TX 75461 -1763
Back Taxes Owed: $283.05
Robert Talley stated that he spoke with Barbara Rawlinson and she asked for 90
days to repair. Robert said there was deterioration and missing wood on the porch,
foundation is sinking, and there's an 18x15 opening where the structure is
unsecure.
Robert Talley's recommendation: 90 days to repair if not the property will
come back to the commission.
Ken Kohls discussed giving 60 days to repair and show significant progress.
Motion was made by Ken Kohls, seconded by Johnny Norris to give the
property owner 60 days to repair and show significant progress. Motion
carried unanimously. 4 -0

D. 651 E Washington; Gibbon's 1St Addition Block 5, Lot 18
Owner: David Greenhaw 310 Town East Dr. Reno, TX 75462
Back Taxes Owed: $2148.45
Robert Talley stated that he has had no contact with the owners. This is a garage
or shed and a tree fell on it. There's rubbish, a tarp used as a patch, open
windows, falling and collapsed.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Ben Vaughan, seconded by Ken Kohls to accept Robert
Talley's recommendation. Motion carried unanimously. 5 -0
E. 1410 Fitzhugh; East Park Addition Block Q, Lot 19
Owner: Bessie Lane 3095 Lamar Ave. apt. 126 Paris, TX 75460 -5031
Taxes Owed $2668.04
Robert Talley stated the owner is deceased and the son Arson Lane wanted to
repair the structure. At this time nothing is done. The foundation is damaged,
missing and deteriorating wood, windows broke, unsecure, ceiling tiles falling
and leaning.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Matthew Allen, seconded by Chad Lindsey to accept
Robert Talley's recommendation. Motion carried unanimously. 5 -0
4. Code Enforcement Update
Five structures were presented to BSC and two were demolished in the month of August.
The Commission asked that the Building Official Robert Smith to come answer question
that they have. Robert Smith explained to the Commission his process of inspections.
What is the city looking for? All contractors or property owners must pull permits,
structures must have upgrade services, repaired wood, etc. correctly and with correct
supplies and the structure must be safe. He explained that the type and grade of material
is stated in the code books and that he explains where the codes can be found so that
contracts and property owners can make sure they are doing projects correctly. The
structures must be secure to keep animals and weather out. If a project is started and
inspection finds the project is not done correctly a stop work order will be issued and the
issue has to be corrected before it passes inspection. The code books are on file at the
Paris Library.
Discussion on why the City of Paris doesn't have property maintence codes. Most feel
like it's due to poverty, finances and peoples view are different.
Robert Talley informed the Commission that a meeting will take place next week to
discuss changing the ordinances for the Building and Standard Commission to hear
rubbish cases. This will be last resort for repeat offenders.
Robert Talley stated that at this time property owns with current water bill can take 4
yards of junk, rubbish or trash per month on Church Street for disposal and that they can
take items to the landfill with a water bill also.

Motion was made by Ben Vaughan, seconded by Ken Kohls to adjourn the
meeting at 4:22pm.
