Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, October 26, 2015. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on October 12, 2015.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Planning & Zoning Commission (8 -3 -2015)
b. Traffic Commission (8 -4 -2015)
c. Paris -Lamar County Health District (8 -17 -2015)
d. Main Street Advisory Board (9 -8 -2015)
e. Paris Public Library Advisory Board (9 -16 -2015)
f. Building & Standards Commission (9 -21 -2015)
g. Historic Preservation Commission (9 -28 -2015)
h. Paris Visitors & Convention Council (8 -20 -2015)
7. Receive September drainage report.
8. Receive demolition report.
9. Receive code enforcement activity report.
10. Authorize the City Manager to execute renewal of an agreement to manage the adult
softball team.
11. Approve an Ordinance Amending Sections 12 -1 through 12 -4, Composition of
Department, of Chapter 12 Fire, of the Code of Ordinances, separating the positions of
fire marshal and assistant chief.
Regular Agenda
12. Discuss and act on an Event Center use policy.
13. Receive presentation from Mayor Hashmi and Jerry McDaniel on a recycling program
start-up planned for January.
14. Receive presentation from Gene Anderson on creation and operation of a public,
educational and governmental (PEG) channel and public information officer for the City,
and provide direction to staff.
15. Receive presentation from Mayor Hashmi, discuss and act on a ground lease agreement
with Paris Economic Development Corporation for the purpose of construction of
hangars at Cox Field Airport.
16. Discuss and consider instructing city staff to initiate a zoning case to repeal all or a part
of Ordinance No. 2013 -045, Lake Crook Planned Development District.
17. Discuss and act on changes for meeting dates in November and December.
18. Consider and approve future events for City Council and /or City Staff pursuant to
Resolution No. 2004 -081.
19. Adjournment.
