Hashmi, M.D. Date: 10 -20 -2015 City of Paris Revised 05/12/2015 memorandum TO: Mayor & City Council FROM: John Godwin, City Manager SUBJECT: RECYCLING PROGRAM DATE: October 15, 2015 BACKGROUND: Last summer the city council approved creation of a new recycling drop -off program for the city. Public Works staff has subsequently been planning and preparing: drop - off sites have been identified, a transportation methodology secured, and containers ordered. STATUS OF ISSUE: Jerry McDaniel will make a brief presentation to the council on October 26 to bring everyone up to date and help us begin to get citizens aware for the program expected to "go live" on January 4. Citizen participation will of course be key to success. BUDGET: Funded in 2015 -16 budget. RECOMMENDATION: Discussion only. Rec cle Questions /Answers 1. What items will the city be recycling? Plastics 1, 2 & 5 Beverage cans /tin food cans Cardboard magazines Phone books Newspaper Shredded paper Styrofoam Junk Mail 2. What is the total cost of the (5) 11 cubic yard containers? Roughly $20,000 3. Will these items be separated or how does this work? This will be a single stream recycling process. The containers are not divided or compartmentalized. Once the container arrives at the CNRC the recyclables will be separated at their facility. 4. How many locations are planned? Four sites. 5. Why 5 containers with only four sites? The fifth unit will be a "swap out" container when a site container needs to be emptied. 1V when the community participation increases we will look into additional container purchases and drop of locations. 6. How much do you think we will save in landfill cost? Based on the four suggested locations and the size of the units, we are estimating $226.80 per month. Beep in mind community participation/ and awareness is the key for a long term success. So the savings could increase as the community becomes more aware of the program and locations. 7. How much of the savings could be possibly be put towards the city parks? 9 *2 8. When do you think the city will start the recycling program? The proposed program should be in full operation on January 1, 2016 Slide Notes Slide One: Opening introduction of the program. Provide brief description. Slide Two: Assisting service provider for the program. • Currently we are in the process of finalizing a service agreement with Choctaw Nation Recycle Center, CNRC. • A second draft for the agreement was processed last week to CNCR for approval by the directors of the CNRC committee. The 5th unit will be on standby at the CNRC facility and will be utilized as a "swap -out" when maintenance requires.
