1. The Airport Advisory Board meeting was called to order by Dennis Ashby, Chairman, at
5: 30 p. m.
A. The following members were present: Dennis Ashby, Gary Tolleson, Chris
Fitzgerald, Tim Bullock, Anna Spencer and Paula Portugal
B. The following members were absent: Matt Birch
C. Also present: John Godwin, City Manager; Jerry Richey, Airport Manager; Ken
Higdon, President /CEO Lamar County Chamber of Commerce; and Ashley
Fendley, City Staff
2. Approval of minutes from previous meetings. (August 20, 2015)
Motion was made by Gary Tolleson, seconded by Chris Fitzgerald to approve the minutes
from August 20, 2015 meetings with corrections. Motion carried 6 -0.
3. Report from Jerry Richey, Airport Manager.
Jerry Richey, Airport Manager reviewed a map of the airport with the commissioners that
showed the different hangars, the terminal building and runways. In reviewing the map
Mr. Richey explained to the commission which hangars are city owned hangars and
privately owned hangars. Mr. Richey stated that our longest runway is 6,000 feet. We also
have GPS approaches on the city runways. Mr. Richey stated that Cox Field is a FBO
(fixed -base operator); J.R. Aviation has been around at the airport since February of 1988.
Mr. Richey further stated that our plans for next year are to refurbishing hangar H and
repaint the terminal building. Paula Portugal asked is there a waiting list for hangars. Jerry
Richey responded by stating there is a waiting list with at least 15 people on it. Tim
Bullock asked where an individual could build a hangar at the airport. Mr. Richey stated
that we have places for individuals to build a privately owned hangar the problem we have
is we don't have taxi ways accessing the land. Dennis Ashby asked if the city was to build
a concrete pad for you to show individuals that are interest to build a private hangar would
that help. Mr. Richey stated that would help the process and he has brought that up in the
past. Dennis Ashby asked for Mr. Richey to tell us about the fuel sales. Mr. Richey stated
that fuel sales have decreased for small aircraft but our big aircrafts have increased
because our local commercial businesses. Paula Portugal asked is it hesitation from City
Council to do the work for the concrete pad or is it budget concerns. Mr. Richey stated
that he doesn't really know so he can't answer the question.
4. Discussion regarding the Fly-In/Air Show for October 15, 2016
Dennis Ashby stated he didn't know of any changes but passed out a postcard from the
Bonham Festival of Flight. Gary Tolleson stated that we need to determine what kind of
event we are going to have either a Fly -In or an Air Show and create a plan. Denise Ashby
stated to hold an Air Show our estimate was about $22,000 and a Fly -In is about half of
that. Mr. Ashby stated looking at the financial statement from previous years we have
about $2,000 from the City of Paris and the Chamber of Commerce. Mr. Ashby further
stated we do have funds available but we will probably need sponsors for the event. We
have spoken to Kate Kyer they can help us host the event. Mr. Ashby stated that he will
contact Mrs. Kyer and bring more information to the next meeting in October. Kin
Higdon, President/CEO for the Chamber of Commerce asked the board to be flexible with
the event date. Gary Tolleson stated that the date is not locked in.
5. Discussion in regarding Hangar Lease.
Denise Ashby stated that we have the current privately built hangar lease policy and the
revised copy. There are only a few minor changes to the privately built hangar lease
policy. Motion was made by Gary Tolleson, seconded by Chris Fitzgerald to recommend
the revised privately built hangar lease policy to City Council. Motion carried 4 -1, with
Anna Spencer in opposition and Tim Bullock refrained from voting.
6 Discussion regarding delinquent hangar rental fees.
Ashley Fendley, City Staff stated that Jimmy Smyers, Eric Clifford, Larry Greb, Jay
Crowl are behind on rental fees again and was wondering if the board wanted to send
letters again. Dennis Ashby asked is the City recommending the board to agree to send
letters to the delinquent hangar rental fees. John Godwin stated yes we recommend
sending letters again. Motion was made by Tim Bullock, seconded by Anna Spencer to
send letters to the delinquent hangar rental fees. Motion carried 6 -0.
7. Request items for future agendas. 2016 Air Show/Fly-]n, Report from Jerry Richey,
Hangar Lease and Hay Lease.
8. Meeting adjourned at 6: 38 p.m.
