The Board of Adjustment meeting was called to order by Jerry Haning, Vice - Chairman at
12:13 p. m.
A. The following members were present: Jerry Haning, Louise Hagood and Deanna
Manning
B. Also present was John Godwin, City Manager; Sue Lancaster, City Council;
Ashley Fendley, City Staff and Caton Hogan, Real Estate Project Manager for
Love's Travel Stop.
2. Approval of minutes from previous meetings. (July 28, 2015 and August 25, 2015)
Motion was made by Louise Hagood, seconded by Deanna Manning to approve minutes
for the July 28, 2015 and August 25, 2015 meeting. Motion carried 3 -0.
3. Public hearing and consideration of and action on the petition of Love's Travel Stop & Country
Stores on behalf of Mark and Deborah Jones on Lot 2, City Block 307 A, being located in the 3200
Block of North Main.
A. To grant a variance of Section 28 -4 (b) (3) of the Sign Ordinance which provides that
"Detached signs shall not exceed thirty (30) feet in height above the highest adjacent roadway
surface. " The applicant has proposed the sign height to be 50 feet, which is 20 foot variance.
B. To grant a variance of Section 28 -4 (b) (2) of the Sign Ordinance which provides that "The
sign area of detached signs shall be limited to one and one -half (I Y2) square feet per front foot
of property upon which the same is placed. If the property on which the sign is located has
multiple right -of -way frontages, each street frontage shall be counted for purposes of
determining detached sign area. A property shall be permitted more than one (1) detached
sign, provided no sign shall exceed three hundred (300) square feet in sign area " The
applicant has proposed 881.83 square feet of detached signage, which is 581.83 square foot
variance.
C. To grant a variance of Section 28 -4 (a) (2) of the Sign Ordinance which provides that "The
sign area of attached signs shall be limited to one and one -half (I Y2) square feet per linear foot
of the buildingfascia upon which the same is placed, or thirty two (32) square feet whichever is
greater. " The applicant has proposed 335.74 square feet of attached signage, which is a
175.24 square foot variance.
Public hearing was declared open.
A. One individual spoke in favor of the petition.
Caton Hogan, of Oklahoma City, spoke in favor of the petition. Mr. Hogan stated
that he is the Real Estate Project Manager for the Love's Travel Stop & Country
Stores. Mr. Hogan stated that they are seeking approval on the signage prior to
purchasing the property. Louise Hagood asked why they want a 50 foot high sign.
Mr. Hogan stated that they had performed a test within a mile radius of the location
with a drone and due to 30 foot trees to the north truck drivers wouldn't be aware of
the store in time. Mr. Hogan stated that having a smaller sign would be a safety
issue.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Deanna Manning, seconded by Jerry Hanning to approve the variance
request. Motion carried 2 -1, with Louise Hagood in opposition.
Motion failed due to the lack of votes needed.
