1. The Board ofAdjustment meeting was called to order by Rick Hundley, Chairman at 12:00
p.m.
A. The following members were present: Rick Hundley, Jerry Haning, Bryan Glass,
David Hamilton and Charles Richards
B. The following members were absent: Nathan J. Bell, V and Marilyn Smith
C. Also present was Shawn Napier, Director of Engineering, Planning and
Development; Sue Lancaster, City Council and Ashley Fendley, City Staff.
2. Approval of minutes from previous meetings. (March 31, 201 S)
Motion was made by Jerry Haning, seconded by David Hamilton to approve minutes for
the March 31, 2015 meeting. Motion carried 5 -0.
3. Public hearing and consideration of and action on the petition of SCS Graphics on behalf
of Orr Nissan to grant a variance of Section 28 -4 (b) (3) of the Sign Ordinance which
provides that "Detached signs shall not exceed thirty (30) feet in height above the highest
adjacent roadway surface." The applicant has proposed a SO foot tall sign. The
maximum allowed for the sign height is 30 feet. The applicant is asking for a 20 foot
variance on the height of the sign.
Public hearing was declared open.
A. Three individuals spoke in favor of the petition.
Alex Pickering, 3317 N.E. Loop 286 Paris, Texas, spoke in favor of the petition.
Mrs. Pickering stated that she is here on behalf of the Orr Nissan. SCS Graphics
will not be installing the signs; they are only doing the leg work for Orr Nissan.
Mrs. Pickering further stated that Orr Nissan only manufactures certain signs for
their dealerships. In this case due to the location and issues with the access roads
Orr Nissan would really like to place a sign with the height of 50 feet on the east
side of the property for more visibility.
Dwayne Demetio, 3411 N.E. Loop 286 Paris, Texas, spoke in favor of the petition.
Mr. Demetio stated he has been talking to TxDOT and hopefully in the future Orr
Nissan will be easier for customers to access. Mr. Demetio further stated he wishes
the board will approve the variance on the height of the sign.
Sue Lancaster, 1020 Bonham Street Paris, Texas, spoke in favor of the petition.
Mrs. Lancaster stated we want to do everything we can to encourage our new
businesses to be successful. If this is what Orr Nissan needs to adhere to their
design regulations and visibility, she doesn't think this would be a problem. The
City should want everyone to be successful on Loop 286. Mrs. Lancaster further
stated she encourages the board to help them achieve their request.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Bryan Glass, seconded by Jerry Haning to approve the variance
request. Motion carried 3 -2, with Charles Richard and David Hamilton in opposition.
4. Meeting adjourned at 12: 21 p.m.
