10/05/2015 MINUTESMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION CITY COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS MONDAY, OCTOBER 5, 2015 5:30 O'CLOCK P.M. 1. The meeting of the Planning and Zoning Commission on Monday, October 5, 2015, was called to order at 5:30 p. m. by Jerry Akers, Vice - Chairman. A. The following members were present: John Lee, Jerry Akers, Barney Bray, Robert Spain, Billy Trenado and Mike Folmar B. The following members were absent: Holland Harper C. Also present were John Godwin, City Manager; Shane Grissom, Engineering Technician; Dr. Steve Clifford, City Council and Ashley Fendley, Secretary for the Planning and Zoning Commission. 2. Approval of minutes from previous meetings. (August 3, 2015) Motion was made by Mike Folmar, seconded by John Lee to approve minutes for the August 3, 2015 meeting. Motion carried 6 -0. 3. Public hearing to consider the petition of the City of Paris for a change in zoning from Light Industrial District (LI) to Public Lands and Institution District (PLI) on Lot part of 12 & part of 13, City Block 297, being located at 2310 & 2320 N. W. 19`h Street. Public hearing was declared open. A. One individual spoke in favor of this petition. John Godwin, City Manager stated that the City of Paris is seeking to change the zoning from a Light Industrial District (LI) to Public Lands and Institution District (PLI) for the new EMS Station to be constructed. B. No one spoke in opposition. Public hearing was declared closed. Motion was made by John Lee, seconded by Billy Trenado to approve the petition. Motion carried 6 -0. 4. Public hearing to consider the petition of the Site Plan for Klement Investment on Lots 8 & 9, City Block 296, being located at 3215 & 3225 Lamar Avenue. Public hearing was declared open. A. No one spoke in favor. B. No one spoke in opposition. Public hearing was declared closed. Motion was made by Mike Folmar, seconded by Barney Bray to approve the petition. Motion carried 6 -0. 5. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Klement 296 -A Addition, located at 3215 & 3225 Lamar Avenue. Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by Billy Trenado, seconded by Barney Bray to approve the preliminary plat, subject to the Engineering Technicians recommendations. Motion carried 6 -0. 6 Consideration of and action on the Final Plat of Lot 1, Block A, Klement 296 -A Addition, located at 3215 & 3225 Lamar Avenue. Shane Grissom reviewed the final plat with commissioners. Motion was made by John Lee, seconded by Billy Trenado to approve the final plat, subject to the Engineering Technicians recommendations and add to the plat the title final plat. Motion carried 6 -0. 7. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Paris EMS North Station CB 297, located at 2310 & 2320 N. W. 19`h Street. Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by Mike Folmar, seconded by Barney Bray to approve the preliminary plat, subject to the Engineering Technicians recommendations. Motion carried 6 -0. 8. Consideration of and action on the Final Plat of Lot 1, Block A, Paris EMS North Station CB 297, located at 2310 & 2320 N. W. 19`h Street. Shane Grissom reviewed the final plat with commissioners. Motion was made by Billy Trenado, seconded by John Lee to approve the final plat, subject to the Engineering Technicians recommendations. Motion carried 6 -0. 9. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Paris Public Storage Addition CB 281, located at 1640 Clement Road. Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by Mike Folmar, seconded by John Lee to approve the preliminary plat. Motion carried 6 -0. 10. Consideration of and action on the Final Plat of Lot 1, Block A, Paris Public Storage Addition CB 281, located at 1640 Clement Road. Shane Grissom reviewed the final plat with commissioners. Motion was made by Barney Bray, seconded by Billy Trenado to approve the final plat, subject to a variance to not installing curb and gutter. Motion carried 6 -0. 11. Consideration of and action on the Final Plat of Lot I & 2, Block A, Oak Ridge 318 Addition, located in the 3000 Block of N.E Loop 286 Shane Grissom reviewed the final plat with commissioners. Motion was made by Barney Bray, seconded by John Lee to approve the final plat, subject to double checking drainage plan before issuing building permit. Motion carried 6 -0. 12. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Farm Bureau 339 Addition, located at 805 S. W. Loop 286 Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by Mike Folmar, seconded by John Lee to approve the preliminary plat. Motion carried 6 -0. 13. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Church Street Bungalow 158 -A Addition, located at 1110 South Church Street. Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by John Lee, seconded by Billy Trenado to approve the preliminary plat. Motion carried 6 -0. 14. Discussion regarding the zoning ordinance definitions. John Godwin, City Manager passed out zoning ordinance definitions for the commissioners to review and discuss at the next meeting Monday, November 2, 2015. 15. Meeting adjourned at 6:10 p. m.
