10/06/2015 MINUTESMinutes Traffic Commission City of Paris The Traffic Commission met on Tuesday October 06, 2015 at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Barry Shiver 2. Susan Hamby 3. Wendell Moore 4. Stephen Engelhardt 5. Bill Sanders The city staff was represented by Asst. Chief Randy Tuttle. Mr. Shiver called the meeting to order at 5:17pm. A quorum was established with five members present. Mr. Shiver then moved to item #2 concerning the approval of minutes from the August 04, 2015 meeting. Ms. Hamby made a motion to approve minutes with a second from Mr. Engelhardt. Motion carried 5 -0. Mr. Shiver moved to item #3 regarding the discussion and possible action concerning the placement of traffic signal at N. Collegiate & Pine Mill Rd. Mr. Tuttle informed members that a request from city council had been received to consider this item. Mr. Tuttle advised members this item had been discussed before by the Traffic Commission with no action being taken. Mr. Tuttle reported to members that the city traffic division had conducted a traffic count at the intersection before and after the school year began. Both counts were done from Monday 10:00am to Friday 10:00am. The results were; Collegiate Street - Non- School Hours 5 Days= 36,780 Vehicles Collegiate Street - School Hours Included 5 Days= 42,735 Vehicles Pine Mill Road — Non School Hours 5 Days= 7,565 Pine Mill Road — Schools Hours Included 5 Days= 13,560 Mr. Tuttle also reported that there had been seven accidents within the last three years at the intersection. Members were advised the Texas Manual for Traffic Control Devices recommends an engineer study be done to determine if a traffic signal is warranted at an intersection. After discussion Ms. Hamby made a motion to recommend the city have an engineer conduct a study to determine if the traffic signal is warranted at Collegiate and Pine Mill Rd. Mr. Engelhardt made a second. The motion failed by 3 -2 vote with Ms. Hamby and Mr. Engelhardt voting for and Mr. Shiver, Mr. Sanders, and Mr. Moore voting against. Mr. Shiver then moved to Item #4 regarding any old business. Mr. Tuttle informed members that the ramp on the Trail de Paris at 24th SE had been widened as had been previously requested. Mr. Tuttle provided members a reply letter from TXDOT concerning the request for safety improvements in the curve at 20th NE & Martin Luther King Dr. Mr. Tuttle reviewed the letter with members in which TXDOT agreed with all safety requests except the installation of speed bumps at both entrances to the curve on 20th NE. TXDOT reported that requested improvements will be included in future contracts for work in that area. Mr. Shiver then moved to item #5 concerning future agenda items. Mr. Sanders stated he would like TXDOT to consider placing directional traffic arrows in the crossovers on Loop 286. Mr. Sanders stated the safety and traffic flow would improve for vehicles using the crossover if lanes were provided for turns and crossover traffic. Mr. Sanders presented a diagram of his suggestion. Mr. Tuttle informed members this would be forwarded to TXDOT for their consideration. A status on the one way street conversion in the downtown area was also requested for next meeting. Mr. Shiver then moved to adjourn the meeting at 5:38pm.
