The Paris - Lamar County Board of Health held a regular meeting at 5:30 p.m. on Monday, September 21 st, 2015.
In attendance were Mr. Bill Collins, Dr. Rick Erickson Dr. Mark Gibbons, Dr. Keith House, Mrs. Sharmila Franklin
and Mrs. Nancy Stallings. Others in attendance were Mrs. Gina Prestridge and Ms. Cheryl Johnson. Dr. Lance
Wyche was not in attendance.
Mr. Collins called the meeting to order in open session at 5:35 p.m.
Dr. Erickson made the motion and was seconded by Dr. House to approve the minutes from the prior meeting.
All approved.
Mrs. Prestridge advised the board on the following:
We had a hostile patient that was discharged from the clinic and advised not to return. The patient
returned to the clinic and confronted Gina so the police were called. The patient then cussed the police
and was placed under arrest. The patient called the state to file a complaint and report the health
department. The state contacted the health department and advised that they contacted the patient and he
cussed them out so the complaint was dismissed.
• We had an audit by Department of State Health Service (DSHS) and we had several minor findings and
that we will be submitting a corrective action plan to the state.
• Dr. Lance Wyche has submitted his resignation letter so his wife and he can travel. We will need to
advertise for a dentist to apply for the open board member position. Dr. House will contact Dr. White and
see if he is interested in applying.
• Dr. Gibbons was nominated for Vice - Chairman by Dr. Erickson and was seconded by Mr. Collins. All
approved.
• We were approved a 21 -month grant and we hired Mohammad Sadath as an epidemiologist. We will try to
get an article put in The Paris News.
• DSRIP documentary video shows old health department building and new health department, interviews
with Dr. Green, Mrs. Prestridge, and a Hispanic patient. The 1115 waiver (DSRIP) was intended to reduce
the number of visits to the emergency room and we were able to meet our goal by seeing all the indigent
health care patients and only referring them out if needed.
• Travel policy needs clarification for anyone that receives a car allowance and travels outside of Lamar
County will be reimbursed at the most current per mileage rate established by the IRS for actual miles
traveled outside of Lamar County besides the car allowance. Mr. Collins made the motion and was
seconded by Dr. Gibbons. All approved.
• Mr. Collins made the motion and was seconded by Dr. Gibbons to approve the budget, including C.O.L.A,
and longevity for all full -time employees thru September 30th, 2015. All approved.
• Discussed insurance premiums will go up in January by $24.66 for employee medical insurance, $2.92 for
employee dental insurance and no change for employee vision insurance. The Paris -Lamar County Health
District currently pays $425.00 a month towards insurance premiums for employees. No changes made to
amount the Paris -Lamar County Health District will continue to contribute.
• Clinical numbers will be up in August from July because of back to school shots.
The next regular meeting will be October 19th, 2015 at 5:30 p.m. at the Paris - Lamar County Health District.
Mr. Collins made the motion and was seconded by Dr. House for the meeting to be adjourned at 6:30 p.m.
