SUBJECT: LAKE CROOK ZONING

BACKGROUND: On December 16, 2013, consistent with P &Z recommendations, the city
council passed Ordinance No. 2013 -045, rezoning 337.7 acres on the west side of Lake Crook
from Agriculture to Sub -Zone 1, "Resort District." The ordinance included five parts:
• Part 1: Overall Perspective and Context of the LCPDD.
• Part 2: General Requirements for All Sub -Zones within the LCPDD.
• Part 3: Specific Requirements for the Resort District: Zone 1.
• Part 4: Other Physical Development Procedures.
• Part 5: Resort Area Boat - Related Uses.
The plan was to continue to define 13 additional zones within the Lake Crook area, including
areas for residential use, open space, and governmental and recreational uses. Due to significant
disagreement and criticism, the work was deferred to a future date.
STATUS OF ISSUE: Despite the disagreement over lake development, one thing the master
plan calls for, and that most others have agreed with, is that the existing developed park area
should remain and be significantly improved. In response to that desire, on October 26, 2015 the
city council instructed me to ask the planning and zoning commission to consider rescinding
Ordinance 2013 -45. It is hoped that by reverting back to the original Agriculture zoning that
citizens would be more likely to support and hopefully even contribute financially to park
improvements, possibly including a new playground, picnic areas, pavilion improvements, trails,
a public restroom, etc. and other hardscape.
P &Z discussed this matter in November, and conducted a public hearing on December 7. After
discussion and hearing testimony from three citizens, the commission voted 7 -0 not to rescind or
amend the PD ordinance.
RECOMMENDATION: Open the public hearing, take no testimony, and table the item to
January 11, leaving the hearing open until that date.
