AGENDA
1. Call meeting to order — Richard Manning Chair
2. Citizens' Input
(Persons desiring to address the Paris EDC Board must limit their presentation to no more than
two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the
Board from responding to any comments other than to refer the matter to a future agenda, to an
existing policy, or to a staff person with specific factual information. Claims against the Paris
EDC, Board Members or employees are not appropriate for citizens' input.)
3. Discuss and possibly approve Minutes of November 17, 2015 Meeting and the December 8, 2015
Meeting.
4. Discuss and possibly approve November 2015 Financials.
5. Discuss and possibly take action on recommendations by JC Darnell for a data storage
implementation process as part of signing up with a data storage company. This is an extra cost,
but will help with moving data into the storage service and training our staff properly.
6. Discuss and possibly take action on the Request for Proposals for the cleanup and demolition of
the 2305 NW Loop 286 property.
7. Discuss and possibly take action on a request by the Workforce Solutions to sponsor the LEAP
Youth Career Expo.
Discuss and possibly take action on a joint meeting between the City Council and the PEDC
Board.
9. Discuss and possibly take action on Board Members personal e -mail use.
10. Discuss and possibly take action on advertising contracts.
I L Discuss and possibly take action on Section 6.06 Ex- officio "Members."
The Mayor and the City Manager for the City of Paris, Texas, the Lamar County Judge, the
President of Paris Junior College, the President of the Lamar County Chamber of Commerce, or
their authorized designee may attend all the meetings of the Board as "Ex- Officio Members."
These representatives are encouraged to attend all PEDC meetings but shall have no power to vote
on matters before the Board and Ex- Officio Members may be excluded from certain executive
sessions concerning personnel matters upon majority vote of the voting members of the Board.
Their attendance shall be for the purpose of insuring that information about the meetings is
accurately communicated to the organizations they represent.
12. Convene into Executive Session:
a) Pursuant to Section 551.074 of the Texas Governmental Code: 1) to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a
public officer or employee; or 2) to hear a complaint to charge against an officer or employee.
: Executive Director, Office Manager.
b) Pursuant to Section 551.087 of the Texas Government Code to discuss or deliberate: 1)
Commercial or Financial information that the governmental body has received from a
business prospect that the governmental body seeks to have locate, stay or expand in or near
the territory of the governmental body and with which the governmental body is conducting
economic development negotiations, or 2) to deliberate the offer of a financial or other
incentive to a business prospect.
13. Reconvene into Open Session and possibly take action on item(s) discussed in Executive Session.
14. Discuss Future Agenda Items.
