The meeting of the Planning and Zoning Commission on Monday, November 2, 2015, was
called to order at 5:30p. m. by Jerry Akers, Vice - Chairman.
A. The following members were present: John Lee, Jerry Akers, Barney Bray, Robert
Spain, Billy Trenado and Mike Folmar
B. The following members were absent: Holland Harper
C. Also present were John Godwin, City Manager; Shane Grissom, Engineering
Technician; Alan Efrussy, Planning Manager; Dr. Steve Clifford, City Council and
Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (October 5, 2015)
Motion was made by Mike Folmar, seconded by Barney Bray to approve minutes for the
October 5, 2015 meeting. Motion carried 6 -0.
3. Public hearing to consider the petition of Love's Travel Stops and Country Stores, Inc. on
behalf of Mark and Deborah Jones for a change in zoning from a Commercial District (C)
to a Light Industrial District (LI) on Lot 2, City Block 307-A, being located in the 3200
Block of North Main Street.
Public hearing was declared open.
A. Three individuals spoke in favor of this petition.
Caton Hogan, of Oklahoma City, spoke in favor of the petition. Mr. Hogan stated
that he is the Real Estate Project Manager for the Love's Travel Stop & Country
Stores. Mr. Hogan stated they are proposing to construct a Love's Travel Stop
which would provide jobs for 25 to 30 individuals. Mr. Hogan stated that they are
proposing to have a cat scale, 47 parking spaces, 2 RV spaces, and 60 semi - trucks
parking spaces. Mr. Hogan further stated that Love's is excited to be coming to
Paris and he hopes the commission will approve the change in zoning.
Darren McIntire, 500 N.W. Loop 286 Paris, Texas, spoke in favor of the petition.
Mr. McIntire stated the he is a Manager- Engineer for Campbell Soup Supply Co.
Mr. McIntire stated he is in favor of Love's Travel Stop coming to Paris, Texas but
has one question. If the zoning is changed to Light Industrial and Love's backs out
would a water treatment plant be able to go in this location. Alan Efrussy, Planning
Manager stated that not without coming before the planning and zoning
commission.
Randy Mahon, 3425 North Main Paris, Texas, spoke in favor of the petition. Mr
Mahon stated that he supports the zoning change that the Love's Travel Stop has
requested.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Billy Trenado, seconded by John Lee to approve the petition.
Motion carried 6 -0.
4. Public hearing to consider the petition of Love 's Travel Stops and Country Stores, Inc. on
behalf of Joyce Freeman for a change in zoning from a Commercial District (C) to a Light
Industrial District (LI) on Lot 3, City Block 307 -A, being located in the 3200 Block of
North Main Street.
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Mike Folmar, seconded by Barney Bray to approve the petition.
Motion carried 6 -0.
5. Public hearing to consider the petition of John House on behalf of William and Debra
Bowerman for a change in zoning from a One - Family Dwelling District No. 2 to a General
Retail District on Lot Part of 9, City Block 249, being located in the 2500 Block of Lamar
Avenue.
Public hearing was declared open.
A. Three individuals spoke in favor.
John House, 1446 Clarksville Street Paris, Texas, spoke in favor of the petition. Mr.
House stated that he has requested to change the zoning on the back portion of the
property to General Retail (GR) to match the front. Mr. House stated that he wants
to construct a two story apartment complex for senior citizens but all might not be
senior citizens. The planning and zoning commission had concerns about the
drainage. Shane Grissom, Engineering Technician stated that right now we are just
looking at the zoning change, the drainage issues will come up in the platting
process.
Skylar Burchinal, 261 S.E. 26th Street Paris, Texas, spoke in favor of the petition.
Mr. Burchinal stated that he support Mr. House in his zoning change. He does
believe that the drainage will need to be address when that time comes. Mr.
Burchinal further stated that he would love to see something happen to his property
he had tried himself but it didn't work out in his favor.
William Bowerman, 330 S.E. 39th Street Paris, Texas, spoke in favor of the
petition. Mr. Bowerman stated that he is the current property owner and this
property has been in his family for 75 years. Mr. Bowerman stated that he has been
in contact with Atmos Energy to get a set easement for the gas line instead of a
blanket easement. Mr. Bowerman stated Atmos Energy has told him that they will
be cutting down the trees behind the properties on 25th Street. Mr. Bowerman
further stated that he hopes the board will approve the zoning change because he
doesn't see anyone contacting him to build a single - family dwelling in the location.
B. One individual spoke in opposition.
Patsy Bolton, 205 S.E. 25th Street Paris, Texas, spoke in opposition of the petition.
Mrs. Bolton stated that they have lived there for 45 years and they have had
flooding issues in this neighborhood. Mrs. Bolton further stated that she has
concerns about the trees being removed, the noise, trash and privacy.
Public hearing was declared closed.
Mike Folmar left at 6:24p.m.
Motion was made by Barney Bray, seconded by John Lee to approve the petition. Motion
carried 5 -0.
6 Consideration of and action on the Preliminary Plat of Lot 1, Block A, American Plant
Food 188 Addition, located at 1231 S.E. 6`h Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
Barney Bray, seconded by Billy Trenado to approve the preliminary plat, subject to the
Engineering Technicians recommendations. Motion carried 5 -0.

Addition, located at 1231 S.E. 6rh Street.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Billy
Trenado, seconded by Robert Spain to approve the final plat, subject to the Engineering
Technicians recommendations. Motion carried 5 -0.

Addition CB 317, located at 3505 N. E. Loop 286
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
John Lee, seconded by Billy Trenado to approve the preliminary plat, subject to the
Engineering Technicians recommendations. Motion carried 5 -0.
9. Consideration of and action on the Final Plat of Lot 1, Block A, Quality Inn Addition CB
317, located at 3505 N.E Loop 286
Shane Grissom reviewed the final plat with commissioners. Motion was made by Robert
Spain seconded by Billy Trenado to table the final plat. Motion carried 5 -0.
10. Consideration of and action on the Final Plat of Lot 1, Block A, First United Methodist
Church of Paris Addition CB 184, located at 322 & 430 Lamar Avenue.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Barney
Bray, seconded by John Lee to approve the final plat, subject to the Engineering
Technicians recommendations and adding a fifteen foot utility easement on Clarksville
Street. Motion carried 5 -0.
11. Discussion regarding a proposed definition and recommendations for zoning district
locations for an antique and classic automobile restoration use.
Alan Efrussy, Planning Manager discussed the proposed definition and recommendation

planning and zoning commission discussed the proposed definition and decide that the
existing use in the zoning book should cover the antique and classic automobile restoration
use.
12. Discussion regarding potential update of certain components of the Zoning Ordinance.
Alan Efrussy, Planning Manager discussed the potential update of certain components of
the zoning ordinance. The planning and zoning commission agreed the zoning ordinance
need to be updated.
13. Discussion regarding potential addition of definitions to the Zoning Ordinance.

to be updated.
14. Discussion regarding Lake Crook Planned Development District, Sub -Zone I "Resort
District ".
John Godwin, City Manager discussed how the City Council would like to repeal the
zoning change that was done in 2014 for the Lake Crook Planned Development District,
Sub -Zone 1 "Resort District ". Mr. Godwin stated this zoning change will be coming before
the commission on the next regular schedule meeting Monday, December 7, 2015.
