Item No. 17 <br />memorandum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: TAX ABATEMENT POLICY <br />DATE: January 4, 2016 <br />BACKGROUND: On an every- other -year basis, Texas municipalities that offer tax abatements <br />must re -adopt their abatement policies. There do not need to be any changes to those policies, <br />but they are supposed to be considered and adopted, with or without changes. <br />STATUS OF ISSUE: At its November 17 meeting, the PEDC unanimously voted to recommend <br />two changes to the city council: move responsibility for monitoring abatements back to the <br />granting jurisdictions by striking the entire last paragraph on Appendix B, page 11; and to <br />change the Tax Abatement Criteria and Guidelines to allow an exception for greenfield sites. <br />BUDGET: NA <br />RECOMMENDATION: Approve policy, with or without changes. <br />
