MINUTES OF THE REGULAR MEETING
OF THE
BUILDING AND STANDARDS COMMISSION
MONDAY, NOVEMBER 16, 2015
3:30 P.M.
1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:30 P.M.
Roll was called.

2. Approval of minutes from previous meetings. (October 19, 2015)
Motion was made and 2nd to approve the minutes for October 19, 2015 meeting.
Motion carried unanimously. 7 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
A. 605 E Price; City Block 35, Lot 20
Owner: Michael L Alexander 226 NE 6th Paris, TX 75460
Back taxes owed: $637.33
Michael Alexander called but didn't leave a return number so Robert has not
talked to him. This property has been before the committee before back in May
and a 90 day repair order was put on it. The property is unsecure, Mr. Alexander
started working on it and quit, the chimney is cracking and the windows are
missing. Discussion about why it took so long for the property to come back to
the commission and what the city options are if the owner doesn't make repairs or
pay the fine. Robert Talley explained that Mr. Alexander was working on the
property after the 90 days so once he stopped working Mr. Talley brought it back
to the commission. Stephanie Harris Assistant City attorney said a civil suit or the
sale of the property can sometimes help collect the fees or a judgement lien can be
filed against the property.
Robert Talley's recommendation: This property is declared a nuisance and
has 90 days to repair if not at the end of 90 days the City will apply a $10
civil penalty per day.
Ken Kohls wanted to amend the recommendation to 30 days to repair if not
at the end of 30 days the City will apply a $10 civil penalty per day.
Motion was to approve the amended recommendation made by Ken Kohls,
seconded by Matthew Allen. Motion carried. 6 -1 with Sally McEwin
opposing. Sally McEwin didn't feel 30 days was enough time before starting
the penalty phase.
B. 946 Graham; City Block 51 -C, Lot 8
Owner: Freedom Tabernacle Church of God in Christ 507 SE 6�' Paris, TX
75460 -7319
Taxes Owed: Churches are exempted from taxes.
No contact with owner but the certified letter was signed for.
The property is rotting and deteriorating, unsecure, holes in ceiling, leaking, and
ceiling tiles have fallen, wrapped and twisted roof and the foundation is sinking.
Robert Talley's recommendation: This property is declared a nuisance and
has 30 days to demolish if not the City has the right to demolish and apply a
$1000 per day civil penalty.
Motion was made by Charles Richards, seconded by Ken Kohls to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
C. 1005 Dickson Ave; City Block 51 -B, Lot 3
Owner: Lucille & Howard Corprew 1622 W Houston Paris, TX 75460
Back taxes owed: $373.70 for 2015
Robert Talley stated that this is a rent house, the carport is leaning, supports are
broken, and tree fell on it and knocked a hole in the roof.
Robert Talley's recommendation: This property is declared a nuisance and
has 30 days to demolish if not the City has the right to demolish and apply a
$1000 per day civil penalty.
Motion was made by Chad Lindsey, seconded by Sally McEwin to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
D. 737 NW 14 `h; City Block 7, Lot 11 -12 -13
Owner: Nelda M Melton 737 14th NW Paris, TX 75460 -3527
Back taxes owed: $664.59 for 2015
Robert Talley stated he has no contact with the owner. Squatters are using the
house, we have had multiple code violations, deteriorating on the south side of the
house, boards are popping off, sinking, unsecure, broken windows, holes in back
porch ceiling, leaking door open, inside ceiling falling and leaking, sagging, out
buildings need to be tore down also. Discussion about why we leave the concrete
slab on some demolitions. It comes down to money and up keep and what is most
beneficial to the City.
Robert Talley's recommendation: This property is declared a nuisance and
has 10 days to secure the main structure if not the city has the right to and 30
days to demolish if not the City has the right to demolish and apply a $1000
per day civil penalty.
Motion was made by Ken Kohls, seconded by Sally McEwin to accept Robert
Talley's recommendation. Motion carried unanimously. 7 -0
E. 4725 Bonham; City Block 344, Lot PT 5
Owner: Skyler and Casi Susanne Burchinal 261 Se 26th Paris, TX 75460
Taxes Owed: $315.32 for 2015
Chad Lindsey was recused from discussion and voting on this property.
Robert Talley stated that Skyler has recently purchased the property and it has
two structures on it and needs more time to have this structure demolished. The
property is hidden by brush and limbs, has deterioration on roof, the ceiling is
falling in and the back of the structure is collapsing. Skylar agrees that the
property needs to be demolished and asked from 90 days.
Robert Talley's recommendation: This property is declared a nuisance and
has 90 days to demolish if not the City has the right to demolish and apply a
$1000 per day civil penalty.
Motion was made by Ken Kohls, seconded by Matthew Allen to accept
Robert Talley's recommendation. Motion carried unanimously. 7 -0
F. 704 E Booth; City Block 63 -A, Lot 16 -A
This property was pulled from the meeting because there's some confusion on the
owner. The property will be brought back to the commission once the property
owner is identified correctly.
4. Code Enforcement Update
Five structures were presented to BSC and seven were demolished in the month of
October.
There will be no meeting in December due to the holidays.
Tracy Ponders the tax attorney will be invited to the January meeting and at this time
there are 58 properties on the tax sale list.
Robert Talley told the commission that the demolition contract is up for bid.
Chad Lindsey asked when it comes to the public is there a priority for popular street
properties on the demo list. Robert Talley said no we have fewer problems on these
streets but we do prioritize by safety. Safety is always the number one factor. Complaint
driven is also considered at times.
Clyde Crews was introduced as the new Fire Marshall.
Sally McEwin asked about the rubbish cases and if we are still going to do this. Robert
and Stephanie are in the process of getting this started. Robert explained once this is set
in place the commission will have to be educated in the process so a couple of meetings
will be education meetings.

Motion was made by Sally McEwin, seconded by Ken Kohls to adjourn the
meeting at 4:30pm.
