SUBJECT: COLLEGIATE ROAD RECONSTRUCTION

BACKGROUND:
• Hayter Engineering, Inc. prepared the construction plans for the expansion of a portion of
South Collegiate Drive to a 2 -lane boulevard with a center left turn lane.
• On February 2, 2016, two bids were received for the project and Richard Drake
Construction Co., LP, submitted the low bid in the amount of $984,414.15.
• References for Richard Drake Construction Co. were verified in accordance with the
contract documents.
• The contract documents require this project to be completed within 150 calendar days
after issuance of the notice to proceed.
STATUS OF ISSUE:
A summary of the two bids received for this project is as follows:

NACC, Inc. $985,432.54
The initial project estimate was $940,000, so we are somewhat higher than anticipated.
However, these appear to be good bids and we do recommend award of a contract. We will not
include a bid alternate to repave an adjacent parking area, and will also delete hydro - mulching to
get the construction cost down to $973,903.15. We will have additional expenses for
engineering and testing.
BUDGET: Funding is available from 2010 CO proceeds in the amount of $890,000; other
funding will come from General Fund revenues.
RECOMMENDATION: Authorize the city manager to execute a contract with Richard Drake
Construction Company, LP, for South Collegiate Drive reconstruction project.
