01/13/2016 MINUTESREGULAR MEETING MINUTES CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY COUNCIL CHAMBERS 107 EAST KAUFMAN PARIS, TEXAS WEDNESDAY, January 13, 2016 4:00 P.M. Commissioners Present: Ruth Ann Alsobrook- Chair Phillip Peeples Chris Dux Linda Knox Pat Conrad Cindy Allcorn- Secretary, Vice Chair Cheri Bedford- HPO Absent: Sarah Barbee Matt Frierson- Council Liaison Item 1: Commissioner Alsobrook called the meeting to order at 4: 05 p.m. Quorum present Item 4: Due to time constraints for the code enforcement officer, Chairman Alsobrook introduced Robert Talley, City of Paris Code Enforcement Supervisor to answer questions regarding code enforcement violations in the Historic District. Questions included how and to whom violations are reported and the time frame followed up of reported concerns. Concerns expressed were paint color violations, and citizens parking on sidewalks and curb in the historic district. No action taken. Item 2: Commissioner Peeples motioned to approve the minutes of December 9, 2015, with a correction under item #5 listing the meeting date as the 13`h instead of the 12h of Jan uary, 2016 Seconded by Commissioner Allcorn, Motion Carried 6 - 0 Item 3: Discussion on Photo murals on S. Main Street Commissioner Allcorn expressed her concerns for the murals on South Main and the deterioration taking place. After discussion of the time frame and upkeep of the murals, Commissioner Allcorn requested the August 11, 2014 meeting minutes be sent to the commission. No action taken Item 4 was moved to the beginning of the meeting Item 5. A report of the administratively approved COA's in December 2015 and Fagade Grants submitted for reimbursement. Richard Hunt's Fagade Grant for 124 SW IS` was presented to the Commissioners, NO action needed. Item 6: Commissioner Dux requested Discussion on Murals be placed as a future agenda item. Chairman Alsobrook requested Triniti Frazier could possibly look up the information Joey Sleeper had prepared in August 2014. Item 6: With no other action needed, Commissioner Alsobrook requested a motion to adjourn; A motion to adjourn was made by Commissioner Dux, and seconded by Commissioner Peeples, Motion Carried 6— 0. Meeting ended at 5:02 p.m. Following the regularly scheduled meeting the Historic Preservation Commission presented Richard Hunt with a Fagade Grant in the amount of $2, 500 for the restoration on the upper fagade of 124 SW I S` Street.
