02/02/2016 MINUTESMinutes Traffic Commission City of Paris The Traffic Commission met on Tuesday February 02, 2016 at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Barry Shiver 2. Jimmy Hodges 3. Wendell Moore 4. Stephen Engelhardt (5:23pm) 5. Bill Sanders The city staff was represented by Asst. Chief Randy Tuttle Mr. Shiver called the meeting to order at 5:15pm. A quorum was established with four members present. Mr. Engelhardt arrived at 5:23pm Mr. Shiver then moved to item #2 concerning the approval of minutes from the December 01, 2015 meeting. Mr. Sanders made a motion to approve minutes with a second from Mr. Moore. Motion carried 4 -0. Mr. Shiver moved to item #3 regarding the discussion and possible action concerning the placement of a No Parking Zone in 100 block E. Brame St. Mr. Tuttle informed members that a No Parking Zone had recently been on the north side of 100 Brame St. but staff learned that this No Parking Zone was not on the traffic control map and there was no ordinance in place. Mr. Tuttle stated a citizen requested the No Parking Zone remain in place due to being unable to back from his drive because of parked vehicles on that side of the street. Mr. Tuttle said street parking is allowed on south side of Brame St. After discussion Mr. Sanders made a motion to place the No Parking Zone on north side of Brame St. between S. Main and S. Church. Motion was second by Mr. Hodges and it carried 4 -0. Mr. Shiver then moved to Item #4 regarding discussion and possible action concerning the placement of a No Parking Zone in 4200 block of Bonham St. Mr. Tuttle informed members that Texas Department of Public Safety (DPS) had recently opened a new office at this location and they are now conducting commercial vehicle inspections at this location. Tuttle stated DPS Sgt. Kain recently contacted the Police Department and reported there were commercial vehicles parking on the road in front of the office creating a traffic hazard. There is plenty of parking at the DPS office and Sgt. Kain requested that consideration be given to placing a No Parking Zone in front of the DPS office to prevent vehicles parking on the road. Members requested to know if DPS had any informational signs in place telling the motorist where to go on the parking lot. Mr. Tuttle said he was not aware of any signs. Mr. Sanders asked that DPS be requested to erect informational signs for motorist. A motion to place a No Parking Zone on south side of Bonham St. from 41" SW west to 44th SW was made by Mr. Shiver. A second was made by Mr. Moore and motion passed 3 -0 with Mr. Sanders abstaining. Mr. Shiver then moved to item #5 concerning old business. Mr. Tuttle reported to members that he had contacted Texas Department of Highways Area Engineer Richard Harper concerning the discussion at December meeting about the need to restripe 12th SE & Clarksville and S. Church & Evergreen. Mr. Tuttle informed members that Mr. Harper stated he would place these locations on the schedule for the maintenance crew to address sometime this spring. Mr. Shiver then moved to item # 6 requesting any future agenda items. Mr. Hodges stated he had seen several southbound vehicles on 1 st SW turn from wrong lane east on to Sherman St. and requested the Traffic Division review this intersection to see if any changes needed to be made. Mr. Engelhardt also requested the Traffic Division review the traffic lanes on 1" NW & Bonham as he had noticed southbound vehicles as they entered the Plaza area appear not to know which lane to use. Members were informed that this would be forwarded to Traffic Division. Mr. Shiver then moved to adjourn the meeting at 5:30pm.
