02/22/2016 MINUTESCITY OF PARIS HISTORIC PRESERVATION COMMISSION SPECIAL MEETING MINUTES MONDAY, FEBRUARY 22, 2016 CITY COUNCIL Executive Chambers 107 EAST KAUFMAN Commissioners Present: Ruth Ann Alsobrook- Chair Cindy Alicom- Secretary, Vice Chair Phillip Peeples Pat Conrad Chris Dux, Triniti Frazier, Community Development Cheri Bedord, HPO Larry Wright, Fire Chief IEXAb Absent: Matt Frierson- Council Liaison Sarah Barbee Linda Knox Guests: Barbara Wilson Skipper Steely David Alarid Steven Harper 1. Commissioner Alsobrook called the meeting to order at 4:00 p.m. quorum present. 2. A motion was made to approve the of minutes from February 10, 2015 by Commissioner Dux, seconded by Commissioner Peeples, motion tamed 5 -0 3. Discussion and possible action on the following certificate of appropriateness: a. 104 Bonham Street, Paris Bank Tower, west wall fagade damage Owner ofbuilding David Alarid with CRTA Holdings explained that a the exterior layer ofbricks on the western wall ofthe property had shifted and moved approximately 5 inches in a period ofa few days. He further explained that he has been working with the Texas Historical Commission Tax Reviewer and due to the potential offailure ofthe western exterior brick layer it was eminent that the outer fa�wde be removed immediately for safety of the buildings and public. The fire Chief Larry Wright also stated that this is a high concern, and he has made the Fire department aware of the situation in case of response. Mr. Alarid anticipates this will take a jew months to complete, but wanted to make everyone aware that without addressing the situation it could potentially turn into a safety concern. He also anticipates using the same brick he is removing. And turning it around to match the rest ofthefarade. A motion was made by Commissioner Allcorn to approve the removal oftlte west exterior layer before u falls, motion seconded by Commissioner Peeples, motion carried 5 - 0 4. Discussion and Possible Action on Fagade Grant for 140 N. Main Street Steve Harper HPO stated that because ofchanges to the structure approved in COA #2015 -017 approved for 140 K Main, the commission would need to make a decision on the approval ofthe $1,500 grant that was given to Mr. Harper for improvements to the property. Mr. Harper explained that he had some construction drawingsfor the purpose of bidding and the contractor who was doing the work didn't realize he had changed the scope of work based on the drawingsfrom the Texas Main Street design staff. He stated that when he realized the work was different, they were too late into the construction to change the work. He further stated that the building looks exactly like the 134 N. Main building that was approved by the commission in 2014 so he didn't feel like it would be a problem. After some discussion, Commissioner Peeples made a motion to approve the facade grant far $2,500, based on the design was symmetrical with a formerly approved design on the same building. The motion was seconded by Pat Conrad, motion carried 5 - 0 HPO report: Social Media Campaign: 77nis Place Matters- Cheri Bedford, Main Street Manager and Historic Preservation Officer explained in detail the Facebook social media campaign and the "This Place Matters " a national campaign led by the .National Trust for Historic Preservation. Each commissioner was asked to pick a commercial building and write a brief narrative about the place and why it matters to the downtown historic preservation efforts. A prop replicating a "dropped pin" that is available on the saving places website will be made ./or the commissioners by HPO to use as a visual. When each commissioner is ready, they can contact HPO, and she will take a picture of them and upload it on Paris Main Street Social Media pages along with the brief history. This will also be uploaded to the national site using the hashtag #thisplacematters, and also other Pails local history and downtown hashtags. CommissionerAlsobrook requested each commissioner go through HPO to make sure they do not duplicate each other. $2,500 Fagade Grant administratively approved 30 E. Price COA's administratively approved 854 S. Church COA #2015 -001 -Paint Shutters HC -61 London Burgundy 33. E. Plaza COA #2016 -002 replaces rotten wood and paint with HC 69 Whitall Brown - HC-79 Van Buren brown 6. Future Agenda item: Survey Monkey, Murals Commissioner Allcorn expressed her concern fur the Murals on S. Main and wanting to preserve them, but didn't see the need at this time to address the murals on the next agenda. Commissioner Conrad will explain the details about using survey monkey for finding out the needs of the community, so this item will be place on the next agenda. 7. Adjourn: A motion was made by Commissioner Dux to adjourn at 5:01 p.m. and seconded by Commissioner Peeples, motion carried 5 — 0. Next meeting March 9, 2016. AJter the regularly scheduled meeting the commissioners met at 50 N.
