1. The meeting of the Planning and Zoning Commission on Monday, February 1, 2016, was
called to order at 5:30 p.m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, John Lee, Jerry Akers,
Barney Bray, Robert Spain and Mike Folmar
B. The following member was absent: Billy Trenado
C. Also present were John Godwin, City Manager; Alan Efrussy, Planning Manager;
Stephanie Harris, Interim City Attorney; Carla Easton, Engineer; Clyde Crews,
Interim Fire Marshal; Steve Clifford, City Council; Ashley Fendley, Secretary for
the Planning and Zoning Commission and Lauren Corbell, Paris News.
2. Approval of minutes from previous meetings. (January 4, 2016)
Motion was made by Jerry Akers, seconded by Barney Bray to approve minutes for the
January 4, 2016 meeting. Motion carried 5 -0.
John Lee arrived at 5:32pm
3. Public hearing to consider and take action regarding the petition of the City of Paris,
Texas, to partially update Zoning Ordinance No. 1710 of the City of Paris, Texas,
including certain text and including updated zoning definitions. Exhibit "A" is comprised
of updated modifications to selected components of the Zoning Ordinance. Exhibit "B" is
composed of new definitions for Section 8: Use of Land and Building and new definitions
and terms for Section 22: General Definitions, within the Zoning Ordinance.
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Alan Efrussy, Planning Manager presented the Zoning Ordinance changes on Exhibit A
and Exhibit B to the planning and zoning commission. Robert Spain had concerns about
item 39 -Head Shops on Exhibit B. John Godwin stated that he recommends that the
commission delete item 39 -Head Shops from the Zoning Ordinance. John Lee stated on
item 66- Self - Service Storage Facility on Exhibit B that refrigerated facilities should be
conditioned facilities. Barney Bray stated we should include information regarding high
concentration housing developments to the zoning ordinance. Alan Efrussy stated he
would like to bring Mr. Bray's statement back to a future meeting to review. Motion was
made by Holland Harper, seconded by Robert Spain to approve the Zoning Ordinance
changes on Exhibit A and Exhibit B, subject to removing 39 -Head Shops and the wording
change on 66- Self - Service Storage Facility to Exhibit B. Motion carried 6 -0.
4. Meeting adjourned at 5:48 p.m.
