Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, March 28, 2016. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Proclamation declaring the year 2016 to be "Project Smile" year.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on March 14, 2016.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Historic Preservation Commission (2 -22 -2016)
b. Planning & Zoning Commission (2 -1 -2016)
c. Paris Public Library Advisory Board (2 -17 -2016)
d. Paris -Lamar County Health District (11 -16 -2015)
7. Receive February monthly financial report.
8. Receive February drainage report.
9. Receive demolition report.
10. Receive code enforcement activity report.
11. Approve a Resolution declaring the month of April as Fair Housing Month.
Regular Agenda
12. Receive update from the city manager on the status of compliance for incentive and tax
abatement agreements, discuss and possibly act.
13. Discuss, accept the bid and award a contract in the amount of $258,897 to Premiere
Roofing, Inc. for the purchase and installation of a new roof for city hall, west annex and
north annex buildings.
14. Discuss and act on an appointment to fill a vacancy on the Main Street Advisory Board.
15. Discuss and act on changing the meeting date of May 9 to May 16, 2016.
16. Adjournment.
