The meeting of the Planning and Zoning Commission on Monday, March 7, 2016, was
called to order at 5:3Op. m. by Holland Harper, Chairman.
A. The following members were present: Holland Harper, John Lee, Billy Trenado,
Jerry Akers, Barney Bray, Robert Spain and Mike Folmar
B. Also present were Alan Efrussy, Planning Manager; Shane Grissom, Engineering
Technician; Stephanie Harris, Interim City Attorney; Carla Easton, Engineer;
Clyde Crews, Interim Fire Marshal; Steve Clifford, City Council; Cheri Bedford,
Main Street Coordinator; Triniti Frazier, Permit Technician; Ashley Fendley,
Secretary for the Planning and Zoning Commission and Concerned Citizens.
2. Approval of minutes from previous meetings. (February 1, 2016)
Motion was made by Mike Folmar, seconded by Jerry Akers to approve minutes for the
February 1, 2016 meeting. Motion carried 6 -0.
Robert Spain arrived at 5:32pm
3. Public hearing to consider and take action regarding the petition of Derek Hubbard on
behalf of Phan T. Aguygen for a change in zoning from General Retail District (GR) to a
General Retail District with a Specific Use Permit (SUP) for a Tattoo Shop, on the City of
Paris Block 315, Lot 13, being located at 4225 Lamar Avenue, Suite D, and comprising
1.745 acres
Public hearing was declared open.
A. No one spoke in favor.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Billy Trenado, seconded by Barney Bray to approve the petition on
behalf of the planning manager's recommendation. Motion carried 7 -0.
4. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Potters Industries,
LLC 305 Addition, located in the 2100 Block of West Park Street.
Shane Grissom informed commission that this plat was withdrawn from consideration.
5. Consideration of and action on the Final Plat of Lot 1, Block A, Potters Industries, LLC
305 Addition, located in the 2100 Block of West Park Street.
Shane Grissom informed commission that this plat was withdrawn from consideration.
6. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Locke Addition CB
176, located in the 300 Block of S.W. 3rd Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by John Lee to approve the preliminary plat. Motion carried 7 -0.
7. Consideration of and action on the Final Plat of Lot 1, Block A, Locke Addition CB 176,
located in the 300 Block of S.W. 3rd Street.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Robert
Spain, seconded by Jerry Akers to approve the final plat. Motion carried 7 -0.
8. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Adams 305
Addition, located at 1415 N.W. 19' Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by Jerry Akers to approve the preliminary plat. Motion carried 7 -0.
9. Consideration of and action on the Final Plat of Lot 1, Block A, Adams 305 Addition,
located at 1415 N.W. 19d' Street.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Jerry
Akers, seconded by Billy Trenado to approve the final plat. Motion carried 7 -0.
10. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Triple A Park
Addition CB 44, located at 655 Graham Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
John Lee, seconded by Robert Spain to approve the preliminary plat. Motion carried 7 -0.
11. Consideration of and action on the Final Plat of Lot 1, Block A, Triple A Park Addition CB
44, located at 655 Graham Street.
Shane Grissom reviewed the final plat with commissioners. Motion was made by John Lee,
seconded by Barney Bray to approve the final plat. Motion carried 7 -0.
12. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Love's Subdivision
U.S. HWY 271, located in the 3200 Block of North Main Street.
Shane Grissom reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by John Lee to approve the preliminary plat, subject to the
Engineering Technicians recommendations. Motion carried 7 -0.
13. Consideration of and action on the Final Plat of Lot 1, Block A, Hodges 249 Addition,
located in the 3100 Block of Pride Circle.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Holland
Harper, seconded by Billy Trenado to table the final plat. Motion carried 7 -0.
14. Consideration of and action on the Final Plat of Lot 1, Block A, Stone Ridge Phase 7,
located in the 4700 Block of Boulder Lane.
Shane Grissom reviewed the final plat with commissioners. Motion was made by Jerry
Akers, seconded by Billy Trenado to approve the final plat, subject to the Engineering
Technicians recommendations. Motion carried 7 -0.
15. Discussion regarding definition of a solar farm and potential allowable zoning districts and
regulations.
Alan Efrussy, Planning Manager stated recently a potential applicant contacted city staff to
discuss the possibility of establishing a solar farm within the City of Paris. Presently we do
not have a definition for this use, and therefore do not have a Zoning Ordinance inclusion
regarding a district(s) where said use could be located and regulated. Mr. Efrussy reviewed
Exhibit A with the commission regarding a solar farm specific use permits. The Planning
and Zoning Commission had concerns regarding the specific use permits and Exhibit A.
Motion was made by Holland Harper, seconded by John Lee to recommend the Planning
Manager allow solar farms in Light Industrial District (LI), Heavy Industrial District (HI)
and Agricultural District (A). Motion carried 7 -0.
16. Discussion of recommended land uses to be deleted from the Central Area (CA) Zoning
District.
Alan Efrussy, Planning Manager presented the recommended land uses to be deleted from
the Central Area (CA) Zoning District. The Planning and Zoning Commission reviewed
the items recommended to be deleted from the Central Area (CA) Zoning District.
Section 8 -102 Special Uses
• Airport, Heliport — only allow as an SUP or Landing Field (currently requires a
Specific Use Permit (SUP))
• Cemetery or Mausoleum (currently requires a Specific Use Permit (SUP))(add
Columbarium — only allow as an SUP)
• Country Club (private) with Golf Course
• Farm, Ranch, Garden or Orchard (6)
• Livestock Auction
Section 8 -104 Accessory and Incidental Uses
• Farm Accessory Building] Staff to obtain a definition of Farm Accessory Building,
and then staff make recommendation to the P &ZC.
Section 8 -105 Automobile Type Uses
• Truck Parking Lot
• New or Used Car Lot (open) — Only allow as an SUP
• Auto Laundry
• Tire Retreading and Capping
• Seat Cover and Muffler Installation Shop
Section 8 -107 Commercial and Service Uses
• Commercial Wholesale Bottling Works} Staff prepare definitions of a micro—brewery
and also prepare a definition of a Commercial Wholesale Bottling Works, and then
staff make a recommendation to the P &ZC regarding these two uses
• Cleaning Plant Carpet and Bags (with Special Equipment) (3 1)
• Drive in Theatre
• Heavy Machinery Sales and Storage
• Self Stec- ,,geACn Warehouse }Currently deleted from CA Zone, since, as per
Ordinance No. 2012 -029, adopted by City Council on 8 October, 2012, a Self -
Storage/Mini Warehouse can only be allowed by a Specific Use Permit (SUP) and only
in the Commercial (C) Zoning District.

Motion was made by Mike Folmar, seconded by Billy Trenado to recommend the Planning
Manager allow a Specific Use Permit (SUP) for Heliport, Columbarium, New and Used
Car Lot (open); and to research Farm Accessory Building and Commercial Wholesale
Bottling Works. Motion carried 7 -0.
