MONDAY, March 28, 2016 Commissioners Present: Absent: Matt Frierson- Council Liaison Ruth Ann Alsobrook- Chair Phillip Peeples Pat Conrad Guests: Chris Dux Joseph Matthews Linda Knox Sarah Barbee Cindy Allcorn- Secretary, Vice Chair John Godwin, City Manager Cheri Bedford, BPO 1. Commissioner Alsobrook called the meeting to order at 4:00 p.m. Quorum present. 2. Approval of minutes from previous meeting (March 9, 2016) Action taken: Commissioner Peaples motioned to approve the minutes from March 9, 2016 as presented, seconded by Commissioner Dux, Motion carried 7 -0 3. Discussion and possible action on the following certificate of appropriateness: a. COA #2016 -010 222 Clarksville St, Tropical Sno Paris, Joseph Matthews Action taken: Mr. Matthews presented pictures and a site plan for the Topical Sno stand to the commissioners. The placement of the stands meets all the setbacks according to the code of ordinances. Commissioner Dux motioned to approve the addition of the Tropical Sno Stand to the district with the condition that the Ice machine be hidden from view with a privacy fence and Mr. Matthews select an appropriate color for the structure from the approved historic color palate. Commissioner Peoples seconded, motion carried 7 -0 4. Discussion of recommended Land Uses to be deleted from the Central Area Zoning District. John Godwin, City Manager. Action Taken: City Manager presented the list of recommended deletions including the comments from the planning and zoning. The presentation was for discussion only to receive feedback from the commission. After some discussion, Commissioner Dux made a motion to support the recommendations as presented, seconded by Commissioner Peoples seconded, motion carried 7 - 0, 5. HPO report: Administratively approved: COA #2016 - 009 -1101 S. Church, privacy fence- Delia Rubio No action taken -- CONSENT AGENDA-- - [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 6. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. Code Enforcement recommends demolition of the following structures: a. 203 W. Brame b. 346 NW 3rd c. 1616 W. Austin Code Enforcement recommends repair of the following structures: d. 1518 Pine Bluff e. 536 NW 3`d Action Taken: Chair Alsobrook introduced the item. Commissioner Dux made the motion to approve the recommendations of the building and standards commission as presented. Commissioner Barbee Seconded, motion carried by a single vote of 7 -0. 7. Hearing no future agenda items, Commissioner PeAles made the motion to adjourn seconded by Commissioner Dux, Motion carried 7 -0 Meeting adjourned at 5:45 p.m. Following the regularly scheduled meeting the Historic Preservation Commission three members met Mr. Harper at 140 N. Main Street to take a picture presenting him with his grant check for $2, 500 for work completed on the faVade.
