00 - AGENDACITY COUNCIL AGENDA
Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 25, 2016. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. A. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
B. Proclaim the month of May as Motorcycle Safety and Awareness Month.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on April 11, 2016.
6. Receive reports and/or minutes from the following boards, commissions, and committees:
a. Historic Preservation Commission (3 -28 -2016)
b. Main Street Advisory Board (3 -8 -2016)
c. Planning & Zoning Commission (3 -7 -2016)
7. Receive March monthly financial report.
8. Receive March drainage report.
9. Receive demolition and code enforcement activity reports.
10. Resolution approving the private re -sale of six tracts of trustee tax properties (City of
Paris, Block 118, Lots 15, 17 -A, Pt. 17, and 18 -20)
11. Accept the bid and award a contract in the amount of $15,000 to Municipal Development
Services for administrative services related to the Texas Capital Fund Main Street
Sidewalk Grant; and authorize the City Manager to negotiate and execute all necessary
documents.
12. Approve a Resolution authorizing a grant application to the Governor's Criminal Justice
Division for the purchase of body worn video cameras; and authorize the City Manager to
execute all necessary documents.
Regular Agenda
13. Receive update from staff on inspections performed at Gene's Flea Market.
14. Discuss and act on a Resolution directing Oncor Electric Delivery Company, LLC to file
certain information with the City of Paris; setting a procedural schedule for the gathering
and review of necessary information in connection therewith; setting dates for the filing
of the City's analysis of the company's filing and the company's rebuttal to such
analysis; ratifying the hiring of legal counsel and consultants; reserving the right to
require the reimbursement of the City of Paris' rate case expenses; setting a public
hearing for the purposed of determining if the existing rates of Oncor Electric Delivery
Company are unreasonable or in any way in violation of any provision of law and the
determination by the City of Paris of just and reasonable rates to be charged by Oncor
Electric Delivery Company, LLC; noting compliance with open meetings law; providing
notice of passage.
15. Receive update on the status of the Event Center at the Lamar County Fair Grounds
(previously known as the bingo hall).
16. Discuss and declare various items /equipment as surplus and authorize the sale by public
auction.
17. Convene into Executive Session pursuant to:
A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have
locate, stay, or expand in or near the territory of the governmental body and with
which the governmental body is conducting economic development negotiations;
or (2) to deliberate the offer of a financial or other incentive to a business prospect
described by Subdivision (1), as follows:
• Potter's Industries
• Silgan Can Company
B. Section 551.074 of the Texas Government Code, to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of a public
officer or employee as follows: interim city attorney /city attorney.
18. Reconvene into open session and possibly take action on those matters discussed in
Executive Session.
19. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004 -081.
20. Adjournment.
