12 - POLICE BODY CAMERA GRANT 2016Item No. 12 memorandum TO: City Council John Godwin, City Manager FROM: Bob Hundley, Chief of Police SUBJECT: POLICE BODY CAMERA GRANT 2016 DATE: April 19, 2016 BACKGROUND: Several months ago, the police department was made aware of a grant opportunity for the purchase of body worn video cameras for police officers administered by the Criminal Justice Division of the Governor's office. STATUS OF ISSUE: The police department made the preliminary application for funding of the body worn video cameras for officers in the uniform patrol division. We have been notified that we have been selected to participate in this program and are now required to complete a formal application for the grant. This application process requires a resolution authorizing the application from Council. BUDGET: The grant allows for $31,500 in funds with a cash match of $7,875.00 for a total of $39,375.00. The cash match for this grant will be taken from a forfeiture account. There is no impact to the current police department budget. These funds will be used to purchase a minimum of 42 units for patrol officers and to upgrade storage of our video server. RECOMMENDATION: Motion to approve a resolution authorizing the grant application to the Governor's CJD and authorizing the City Manager to execute all necessary documents. Draft RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING THE SUBMISSION BY THE PARIS POLICE DEPARTMENT OF AN APPLICATION TO THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE FOR THE PURCHASE OF BODY WORN CAMERAS AND UPGRADED COMPUTER STORAGE FOR VIDEOS; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Criminal justice Division of the Governor's Office provides funding for body camera grants; and, WHEREAS, in keeping up with the technological demands of modern policing and to further contribute to the agency's efforts to further transparency in its law enforcement operations, the Paris Police Department desires to purchase body -worn cameras for its patrol division; and WHEREAS, under the provisions of the Texas Occupations Code Sec. 1701.652, a police department of a municipality in this state may apply to the Office of the Governor for such grants under a matching funds program; and WHEREAS, the City Council of the City of Paris desires to apply for a body camera grant under the project name "Body Cameras 2016 ", the application being attached hereto as Exhibit "A ", in the amount of $39,375.00 including a cash match from the city totaling $7,875.00 for procuring a minimum of 42 body cameras and the associated increase of storage capacity of our servers; and, WHEREAS, the City Council of the City of Paris, Texas has agreed that in the event of loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will be returned in full to the Criminal justice Division of the Governor's Office. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The City Manager of the City of Paris, Texas is designated as the Authorized Official to apply for, accept, decline, modify, or cancel the grant application for the Body Camera 2016 Grant Program and all other necessary documents to accept said grant. Section 3. The Police Chief of Paris, Texas is designated as the Program Director and the City Finance Director is designated as the Financial Officer for this grant. Section 4.
