1. The meeting was called to order by Commissioner Allcorn at 4:00 p.m. Quorum present.
2. Commissioner Peeples made a motion to approve the minutes from the April 13, 2016
meeting, Commissioner Knox seconded, motion carried 6 - 0
3. Commissioner Allcorn introduced the following Certificates of Appropriateness
COA # 2016 -017 823 S. Church Street, Restoring historic porch to original configuration,
Randy Hider
Mr. Hider thanked the commission for meeting at a special meeting. Mr. Hider made the
commission aware that he was planning on restoring the porch back as closely to its original
configuration. The craftsman style front porch had been closed in for a number of years, and
Mr. Hider noted that his house is pictured as an example of an inappropriate alteration in the
Design standards for the Historic District for the city of Paris on page 106. Mr. Hider has
researched the Paris Junior College Aikin Archives and the Lamar County Historic Museum
for a historic photo to help guide him on what would be appropriate for the district. Mr. Hider
presented a drawing of his proposed changes. Commissioner Dux asked Mr. Hider if he plans
on putting straight column style porch supports or a triangular tapered base made out of wood
and using a columns on the top of the base, in keeping with the craftsman style of the house.
Mr. Hider stated he planned on building triangular base out of wood and locating them in the
same place where there is evidence of the original base. Mr. Hider plans on leaving the
decorative medallion pieces in place above the porch. Mr. Hider stated the columns that were
in place were cut out and badly altered and were not structurally sound and needed
replacement. Mr. Hider asked the commission for recommendations. Commissioner Allcorn
noted there was no evidence of brick column bases. Commissioner Allcorn asked the
commission if there were any other comments or questions of Mr. Hider. Hearing none
Commissioner Allcorn called for a motion. Commissioner Peeples made a motion to approve
the restoration of the porch to the original configuration as recommended in the Design
Standards by removing the old materials and opening up of the front up, rebuilding craftsman
style tapered porch supports. Seconded by Commissioner Knox, Motion carried 6 - 0
Commissioner Allcorn called for a motion to recuse Commissioner Conrad to present her
certificate of Appropriateness for the property listed below, commissioner Barbee made the
motion, seconded by commissioner Allcorn, motion carried 5 — 0
COA # 2016 -016 1095 1" SW Street, Replacing Roof, Pat Conrad
Ms. Conrad informed the commission that she purchased the residence a few months ago
and proceeded to paint and put a new roof on it. It had been vacant prior to this for two
years and was falling into disrepair. She began work improve the property by painting and
roofing. She was made aware by a concern citizen that she was in the historic district and
was told that metal roof was not allowed. She also was informed that she must appear
before Historic Commission when she pulled her roofing permit to add a metal roof. She
noted the structure was a residential building although it is surrounded by commercial
buildings, and had been used as an office before being vacant.
Commissioner Peeples asked the Ms. Bedford (HPO) if there was clarification on the
standards for the district on this type of roof. He had noted that the from reviewing the
Design Standards it was his understanding that standing seam metal roof were
appropriate, however the type of roof Ms. Conrad was presenting was an R- Panel. Ms.
Bedford reported she had called the Certified Local Government office and discussed
r panel material type and the construction period (19 73) of the building on the property
based on the Design Standards for the Historic District of the City of Paris, page 117
stating "do not install a roofing material with a profile that did not exist at the time period
the house was constructed. " She queried whether the type of roofing material existed at the
time of construction of the structure. The THC CLG staff recommended Ms. Bedford called
the THC Architectural Reviewer for guidance. Mrs. Bedford contacted THC division of
Architecture and spoke with Lydia Woods; representative for this area. Ms. Wood did some
research and called back Ms. Bedford just prior to the meeting. Ms. Woods commented
that the structure was not on the survey for 1985 or 2006 draft, and that no negative effect
would be made to the district should this building have this type of roof. Commissioner Dux
asked if the metal roof was used in 1973 and Commissioner Peeples stated that that type of
roof was used during the 1970's. Commissioner Allcorn asked if there were any more
questions for Ms. Conrad, hearing none called for a motion.
A motion was made by Commissioner Knox to approve the Certificate for the R panel type
roof based on the structure less than 50 years old, size and scale of the structure, noting the
r panel metal being consistent materials used at the time of constructions as stated the
design standards and would have no negative affect on the district. Motion was seconded
by Commissioner Peeples, Motion carried 5 - 0
* Additional note: Ms. Bedford, HPO spoke with former Historic Preservation
Commissioner and Historic Architect for research. Mr. Denney did advise that the r panel
type roofing did exist in early 1970 and was an appropriate use for the structure.
Commissioner Allcorn called for a motion to call back Commissioner Conrad to the
commission. Motion made by Commissioner Peeples, seconded by Commissioner Barbee,
Motion carried 5 -0 Commissioner Conrad returned to the commission.
4. HPO administratively approved
COA #2016 -013- Painting the exterior of the home HC -166 and HC -169
COA #2016 -015 Paint Canopy HC 84, and HC 124
Commissioner Allcorn noted the COA's administratively approved. Commissioner Dux
made the comment that the addresses were not listed. Ms. Bedford, HPO stated she would
provide these addresses to the commissioners in the next HPO administratively approved
report.
S. Commissioner Peeples is the Main Street Liaison and gave a report about the opening of the
Farmers Market, 100 trees in downtown, slow roll bike ride coming May 2" d, and Wine Fest
proceeds of $13, 000 which will fund the downtown revitalization.
6. Future Agenda Item: research how to educate the public of the boundaries of the historic

7. A motion was made to adjourn at 4:45 by Commissioner Peeples, seconded by Commissioner
Dux, Motion carried 6 -0
