5:30 O'CLOCK P.M.
1. The Board of Adjustment meeting was called to order by David Hamilton, Chairman at
S: 30 p. m.
Meeting was moved to the Fire Chief Conference Room in the City Hall building located at
13515` Street S. E. Paris, Texas 75460.
A. The following members were present: David Hamilton, Marilyn Smith, Jerry
Haning, Louise Hagood and Deanna Manning
B. Also present was John Godwin, City Manager; Ashley Fendley, City Staff; Caton
Hogan, Real Estate Project Manager for Love's Travel Stop and Cory Jones, Pastor
of the Christian Fellowship Church of Paris.
2. Approval of minutes from previous meetings. (November 3, 2015)
Motion was made by Louise Hagood, seconded by Marilyn Smith to approve minutes for
the November 3, 2015 meeting. Motion carried 5 -0.
3. Public hearing and consideration of and action on the petition of Love's Travel Stop & Country
Stores on behalf of Mark and Deborah Jones on Lot 2, City Block 307 -A, being located in the 3200
Block of North Main.
A. To grant a variance of Section 28 -4 (b) (3) of the Sign Ordinance which provides that
"Detached signs shall not exceed thirty (30) feet in height above the highest adjacent roadway
surface. " The applicant has proposed the sign height to be 50 feet, which is 20 foot variance.
B. To grant a variance of Section 28 -4 (b) (2) of the Sign Ordinance which provides that "The
sign area of detached signs shall be limited to one and one -half (1 %) square feet per front foot
of property upon which the same is placed. If the property on which the sign is located has
multiple right -of -way frontages, each street frontage shall be counted for purposes of
determining detached sign area A property shall be permitted more than one (1) detached
sign, provided no sign shall exceed three hundred (300) square feet in sign area " The
applicant has proposed 881.83 square feet of detached signage, which is 581.83 square foot
variance.
C. To grant a variance of Section 28 -4 (a) (2) of the Sign Ordinance which provides that "The
sign area of attached signs shall be limited to one and one -half (I %) square feet per linear foot
of the building fascia upon which the same is placed, or thirty two (32) square feet whichever is
greater. " The applicant has proposed 335.74 square feet of attached signage, which is a
175.24 square foot variance.
Public hearing was declared open.
A. Two individuals spoke in favor of the petition.
Caton Hogan, of Oklahoma City, spoke in favor of the petition. Mr. Hogan stated
that he is the Real Estate Project Manager for the Love's Travel Stop & Country
Stores. Mr. Hogan passed out a packet for the board to review. This packet
provided images of the location with the 50 foot sign from north and south bound
views. Mr. Hogan stated that they have requested the sign due to the safety issues.
Mr. Hogan stated that they are willing to decrease the sign to 40 feet in high but
would prefer the 50 foot sign.
Cory Jones, Pastor of Christian Fellowship Church of Paris, spoke in favor of the
petition. Mr. Jones stated that he is the pastor of the church across the highway and
understands the safety issues with the proposed sign. Mr. Jones further stated that
he is for this petition.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Marilyn Smith, seconded by Deanna Manning to approve the
variance request. Motion carried 4 -1, with Louise Hagood in opposition.
4. Meeting adjourned at 5:48 p.m.
