13 - Authorizing necessary documents to pursue the Coronavirus Relief Fund created by the CARES Act

Item No. 13 TO: Mayor & City Council FROM: Grayson Path, City Manager Gene Anderson, Finance Director SUBJECT: CORONAVIRUS RELIEF FUND (CRF) CARES ACT DATE: June 8, 2020 BACKGROUND: The United States Congress approved the Coronavirus Aid, Relief, and Economic Security (CARES) Act, signed in to law by President Trump. This funding is designed to help governments, businesses, and individuals who are responding to the CoVid-19 pandemic. The State of Texas was given $11.24 billion as its share of this funding. From this, 55% will go to the State of Texas with a portion of the remaining 45% going to local governments. The funding was initially dedicated for Cities and Counties with populations in excess of 500k, but with the coordination of the Texas Municipal League (TML), Mayors across the State (including Mayor Clifford) sent the Governor a request that a portion of this funding come to smaller local governments as well. Governor Abbott, via the attached letter dated May 11, 2020, agreed to set aside about $1.85 billion for smaller local governments. The City of Paris has been allocated a maximum amount of $55 per capita which is $1,393,150.00. The City of Paris would be allocated 20% of this immediately upon signing the attached agreements ($278,630.00) and the remainder will be available as reimbursement as we submit requests. The Texas Department of Emergency Management (TDEM) has been tasked with administering these funds. They are further working with the Texas A&M AgriLife Extension to assist TDEM through this process. As can be seen in the Terms and Conditions for the CRF, there are restrictions for use of these funds. This will be discussed below.
