MINUTES OF THE REGULAR CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 25, 2025 <br />The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday, <br />August 25, 2025, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Council Members: Rebecca Norment, Alix Putnam, Mickey Ellis, and <br />Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Stephanie Harris, <br />City Attorney; Janice Ellis, City Clerk; Rich Salter, <br />Police Chief; Michel Sorrell, Interim Finance <br />Director; Osei Amo-Mensah, Director of Planning <br />& Community Development; Todd Mittge, City <br />Engineer; M.A. Smith, Director of Public Works; <br />Thomas McMonagle, Fire Chief; Danny Rowell, <br />Utilities Director; Celso Arrieta, IT Manager; and <br />Clyde Crews, Fire Marshal <br />Absent: Mayor Pro -Tem: Gary Savage <br />Council Member: Shatara Moore <br />O enin A ends <br />Call meeting to order. <br />Mayor Pankaj called the meeting to order at 5:30 p.m. <br />2. Invocation. <br />Gene Anderson gave the invocation. <br />3. United States Pledge of Allegiance & Texas Pledge of Allegiance. <br />City Council led the United States Pledge of Allegiance and the Texas Pledge of <br />Allegiance. <br />4. Citizens' forum. <br />Jana, Carla and Janet of Baby Gunn's Animal Rescue — explained that Baby Gunn's had <br />been helping adopt animals from the animal shelter for some time and if allowed to have a desk <br />at the shelter, they could do more through videos of the animals. Carla also said they had started <br />a feral cat program and had a vet coming in September to spay/neuter feral cats and planned to <br />do 100 cats that day. <br />
