MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF THE CITY OF PARIS, TEXAS September 16, 2025 The City Council of the City of Paris met for a special meeting at 1:00 p.m. on Tuesday, September 16, 2025, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. Present: Mayor: Mihir Pankaj Mayor Pro -Tem: Gary Savage Council Members: Rebecca Norment, Alix Putnam, Mickey Ellis, and Tracy Attebury City Staff- Rose Beverly, City Manager; Janice Ellis, City Clerk; Stephanie Harris, City Attorney; Rich Salter, Police Chief, Thomas MeMonigle, Fire Chief- Osei Amo-Mensah, Director of Planning & Community Development; Connie Lawman, Library Director; Michel Sorrell, Finance Director; Celso Arrieta, IT Manager; Jon McFadden, Public Information Officer; Duke McGhee, Building Official; Derek Dacus, GIS Coordinator; and Sandy Collard, HR Director Absent: Council Member: Shatara Moore Ovenin Ly Aaenda 1. Call meeting to order. Mayor Pankaj called the meeting to order at 5:30 p.m. 2. Receive presentation from Shane Howard about a Strategic Plan and discuss same. Mr. Howard briefly spoke about Share Point and Power Automate. IT Manager Mr. Arrieta reviewed the 311 Platform citing it would make for better communication with the public. He also reviewed the M365 Pilot apps which included one note and forms, as well as being able to make a phone call through TEAMS. Mr. Howard said everyone should remember DACJ which meant do a complete job. He said do not let politics cause you to under communicate or over communicate. Next Public Information Officer Jon McFadden spoke about communication tools, website modules, the Blog, the city calendar and the form center. City Engineer Todd Mittge briefly spoke about safe and sane routes. Mr. Howard conducted several surveys to City Council and City Staff. Mayor Pankaj left at 4:45 p.m. Mr. Howard discussed the survey results with the group.
