MINUTES OF THE PLANNING & ZONING COMMISSION <br />REGULAR MEETING OF THE CITY OF PARIS, TEXAS <br />AUGUST 04, 2025 <br />The Planning & Zoning Commission of the City of Paris held a regular meeting at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufman, Paris, Texas, <br />Commissioners Present: Adam Bolton, Larry Walker, Chad Lindsey, Robert Spain, <br />Paula Portugal, Eric Guillot, Rochelle Jones <br />City Representatives: Osei Amo-Mensah- Director Planning & Community <br />Development <br />Triniti Frazier- Planning Technician <br />Todd Mittge- City Engineer <br />Clyde Crews- Fire Marshal <br />Stephanie Harris- City Attorney <br />Rose Beverly- City Manager <br />Commissioner(s) Absent: None <br />1. Chairman Adam Bolton called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />The citizen's forum was declared open. Mary Hart from 3095 Briarwood expressed <br />concerns of excavation, noise, dirt and debris, attracting pests, displaced animals, and states <br />the fence installed to close to alley in the Springlake Estates subdivision. Carol Hufnagel <br />from 720 Bunker asked who inspects repaving of streets in front of Aikin Elementary <br />School stating there is a deep indentation there. Margie McKee from 835 Fairway and <br />Nathan Bell- local realtor, expressed concerns of increased traffic in the Springlake Estates <br />subdivision. With no one else speaking the forum was declared closed. <br />3. Approve minutes from the meeting of July 07, 2025. <br />A motion to approve the minutes was made by Commissioner Chad Lindsey and seconded <br />by Commissioner Eric Guillot. Motion carried, 7 ayes — 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Paul Stoll of <br />Plan Z Developments LLC for a Comprehensive Plan Amendment from Low Density <br />Residential (LDR) to Retail (R) on part of LCAD 18277 (5.97 acres). Legal Description: <br />City of Paris, Block 259, Lot PT of 14, N Collegiate Dr & Pine Mill Rd. <br />Osei Amo-Mensah states the applicant is requesting a comprehensive plan amendment. <br />The property is currently a vacant lot. Also on this agenda (Items 5 & 6) are zoning change <br />
