MINUTES OF THE PARIS VISITORS AND CONVENTION COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />October 20, 2025 <br />The Paris Visitors and Convention Council of the City of Paris met for a regular session at <br />4:00 p.m. on October 20, 2025, at the Lamar County Chamber of Commerce board room, 8 West <br />Plaza, Paris, Tx. <br />Present: Board Members: Chadlee Johnston, Thomas McMonagle, Paul Strunc, Lindsey <br />Thorns, Brittany Iltis, Kristi Hearne, Alica Moore, Brandon Kellum, Monica Clement, Josh <br />Williams, Cody Head, Lindsey Bounds, Denise Moffitt, and Anwar Soctt. <br />City Representatives: Mihir Pankaj <br />Absent: Board Members: Bradley Hilliard and Kelli McDonald <br />1. Call meeting to order. <br />Chadlee Johnston called the meeting to order at 4:00 p.m. <br />2. Citizens' Forum. No one present. <br />3. Approve minutes from the meeting of September 2025. A motion to approve was made <br />by Brandon Kellum, seconded by Thomas McMonagle. Motion carried. 14 ayes, 0 nays. <br />4. Receive financial report of September 2025, by Paul Allen. A motion to approve was <br />made by Brandon Kellum, seconded by Paul Strunc. Motion carried. 14 ayes. 0 nays. <br />5. Discuss and act on funding request for The Railyard Chili Cookoff on November 1, 2025. <br />Based on the scoring criteria, a motion to approve $1725 was made by Brandon Kellum, <br />seconded by Denise Moffitt. Motion carried. 14 ayes. 0 nays. <br />6. Karen Dougherty stated that the Outlaw Boat races, Bug Tussle, Cushman, PBA, <br />TXPACC, and Mannequin night were all successes. Festival of Pumpkins, Chili Cookoff <br />and PJC Girls Basketball Tournament are all coming up. <br />7. Paul Allen stated that we are moving $39771.58 to a money market account to go <br />towards a new trolley; we are still looking for one. A motion to approve moving this <br />money was made by Brandon Kellum, seconded by Paul Strunc. Motion carried. 14 <br />ayes. 0 nays. <br />8. Adjourn. <br />There being no further business, A Motion to adjourn was made by Thomas McMonagle, <br />seconded by Paul Strunc. Motion carried, 14 ayes — 0 nays. <br />Chadlee Johnston, adjourned the meeting at 4:12 p.m. <br />
