The reason the fees were refunded was not that they should not have <br />been paid, however, but the mistaken belief by the city that no sewer service was being provided (since <br />the original connection was completed without the city's knowledge or permission). <br />In March of this year, a letter was sent to the Striplands advising them they would again be assessed a <br />sewer charge since they do use the city's sewer service.
