MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />MONDAY, APRIL 4, 2016 <br />5:30 O'CLOCK P.M. <br />1. The meeting of the Planning and Zoning Commission on Monday, April 4, 2016, was <br />called to order at 5:3 Op.m. by Holland Harper, Chairman. <br />A. The following members were present: Holland Harper, John Lee, Jerry Akers, <br />Barney Bray and Robert Spain <br />B. The following member was absent: Mike Folmar <br />C. Also present were Alan Efrussy, Planning Manager; Shane Grissom, Engineering <br />Technician; Stephanie Harris, City Attorney; Carla Easton, City Engineer; Clyde <br />Crews, Fire Marshal; Steve Clifford, City Council; Cheri Bedford, Main Street <br />Coordinator; Ashley Fendley, Secretary for the Planning and Zoning Commission <br />and Concerned Citizens. <br />Holland Harper announced that Billy Trenado had resigned from the commission. <br />2. Approval of minutes from previous meetings. (March 7, 2016) <br />Motion was made by John Lee, seconded by Barney Bray to approve minutes for the <br />March 7, 2016 meeting. Motion carried 5 -0. <br />3. Public hearing to consider and take action regarding the petition of Sequoia Brown on <br />behalf of Russell and Leslie Stidham for a change in zoning from Single - Family Dwelling <br />District No. 2 (SF -2) to a Two - Family Dwelling District (2F), on Block B, Lot 24, of the <br />Willowcrest #2 Addition, being located in the 2600 Block of Crescent Drive. <br />Public hearing was declared open. <br />A. One individual spoke in favor. <br />Sequoia Brown, spoke in favor of the petition. Mrs. Brown stated that she didn't see <br />a difference whether she constructed a duplex or single family home on this piece <br />property for street view issues. However, Mrs. Brown stated she was open to a <br />single story structure instead of a two story if needed. Mrs. Brown further stated she <br />does not see this zoning change as spot zoning since there are other duplexes <br />
