D. Section 28 -6 (d)(5) of the Sign Ordinance which provides that "Except as provided herein, billboards shall not be placed within five hundred (500) feet of other permanent signs. " The applicant's proposed billboard is within five hundred (500) feet of other permanent signs. E. Section 28 -6 (d) (7) of the Sign Ordinance which provides that "No part of a billboard shall be located closer than one thousand (1,000) feet to any property zoned or used for residential purposes, nor closer than three hundred (300) feet to any hotel, motel, nursing home, or other property used for sleeping or lodging purposes. " The applicant's proposed billboard is within one thousand (1, 000) feet of a residential zoning district and within three hundred (300) feet of a hotel. F. Section 28 -6 (d)(8) of the Sign Ordinance which provides that "No portion of a billboard shall be located closer than fifteen (15) feet to the right -of -way for existing streets or highways, or those projected in the city's thoroughfare plan. " The applicant's proposed billboard is approximately within the fifteen (15) feet from the right -of -way. Public hearing was declared open. A. Four individual spoke in favor of the petition. Jimmy Parker, 23478 I -30 Bryant, Arkansas, spoke in favor of the petition. Mr. Parker stated that he represents the Everett Family owners of Toyota. We are looking to place a billboard on the church property. The billboard wouldn't be for lease space it would provide ads for Evertt Toyota, Paris Church of Christ, Red Cross, Schools, Lamar County Chamber of Commerce and the City of Paris. Mr. Parker stated they understand that they are asking for several variances but there are existing signs inside the loop. Mr. Parker further stated he hopes the board will approve the variances to build the first of its kind in the City of Paris. Richard Peace, 3535 Lamar Avenue Paris, Texas, spoke in favor of the petition. Mr. Peace stated the Board of Trustees at the Lamar Avenue Church of Christ is in favor of providing the property to construct the billboard. Jim Bell, 2221 Lamar Avenue Paris, Texas, spoke in favor of the petition. Mr. Bell stated that he represents the owners of the Paris Towne Center. Mr. Bell stated they encourage the board to approve the variances. Steven Gerald, 3410 Audubon Road, Paris, Texas, spoke in favor of the petition. Mr. Gerald stated this billboard would be a great access to the city. Mr. Gerald stated that it would be a great opportunity to spread the word for events. Mr. Gerald further stated that it would of great value to our community.
