Authorize the city manager to execute an agreement with Ron Hobbs Architects for <br />design and related tasks for construction of a new EMS station. <br />Regular Agenda <br />13. Continue the public hearing, discuss and act on an Ordinance regarding the petition of <br />Timothy Waugaman and Vera Wright for a change in zoning from Single - Family <br />Dwelling District No. 3 (SF -3) to a Single - Family Dwelling District No. 3 (SF -3) with a <br />Specific Use Permit (39- Mobile Home), on Block 3, Lots 7 through 10, of the Colonial <br />Addition, being located at 1450 West Walker Street. <br />Mayor Hashmi continued the public hearing and asked for anyone wishing to speak in <br />support or opposition, to please come forward. With no one speaking, Mayor Hashmi closed the <br />public hearing. <br />Planning Manager Alan Efrussy explained the property was located in an existing single - <br />family residential neighborhood, the property was currently a vacant lot, the property was <br />currently zoned One Family Dwelling District (SF -3), that the Planning and Zoning Commission <br />unanimously recommended denial of this request, and that was the recommendation of staff. <br />At the request of Mayor Hashmi, City Clerk Janice Ellis read the letter from Timothy <br />Waugaman and Vera Wright. Following additional discussion, a Motion to deny the zoning <br />change was made by Mayor Hashmi and seconded by Council Member Lancaster. Motion <br />carried, 6 ayes — 0 nays. <br />14. Conduct a public hearing, discuss and act on an ORDINANCE NO. 2016 -029: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1B, CITY BLOCK 306, <br />BEING LOCATED AT 425 N.E. LOOP 286, IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS, FROM A COMMERCIAL DISTRICT (C), TO A COMMERCIAL <br />DISTRICT (C) ADDING A SPECIFIC USE PERMIT (52) FOR SELF - <br />STORAGE/M1NI WAREHOUSE TO THE EXISTING PROPERTY; DIRECTING A <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition, to please come forward. Lisa Coder spoke in support of this zoning <br />change. With no one else speaking, Mayor Hashmi closed the public hearing. <br />
