Regular Council Meeting <br />October 10, 2016 <br />Page 4 <br />Mr. Efrussy explained the Planning and Zoning Commission's approval was contingent <br />in part upon the applicant's addressing the request of the public works director for a utility <br />easement and that was done. Mr. Efrussy said it was staff's recommendation to approve the <br />zoning change with a specific use permit and approve the associated site plan. <br />A Motion to approve this item was made by Council Member Clifford and seconded by <br />Council Members Drake and Trenado. Motion carried, 6 ayes — 0 nays. <br />15. Conduct a public hearing, discuss and act on the petition of Evan Evans on behalf of <br />Sarni Ebrahim for a change in zoning from Commercial District (C) to a Commercial <br />District (C) with a Specific Use Permit (45 -Auto Fuel Sales), on City Block 170 -C, Lot <br />15, being located at 2735 South Church Street. <br />Mr. Godwin said it was staff s recommendation to open the public hearing and continue <br />it to a date uncertain. <br />Mayor Hashmi opened the public hearing <br />and asked for anyone wishing to speak in <br />support or opposition of this item, to please come torwara. with no one speaung, <br />Hashmi continued the public hearing to a later date. <br />16.'o <br />Mayor <br />Discuss and act on ORDINANCE NO. 2016 -030: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 31, TRAFFIC <br />CODE, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS <br />REGULATING THE PARKING OF MOTOR VEHICLES ON CERTAIN PUBLIC <br />STREETS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A PENALTY CLAUSE; A SAVING CLAUSE; A <br />REPEALER CLAUSE; A SEVERABILITY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. 4'r <br />Mr. Godwin said approval of this item would restrict the hours of operation of the time - <br />limited parking to business hours Monday through Saturday, allowing downtown residents to <br />park at their homes without restriction, while not interfering with daytime business activities. <br />A Motion to approve this item was made by Mayor Hashmi and seconded by Council <br />Member Clifford. Second reading, discuss and vote on an Ordinance of the City Council of the City of <br />Paris, Texas, Granting to Oncor Electric Delivery Company LLC, its Successors and <br />Assigns, an Electric Delivery Franchise for the Non - Exclusive Right to Use and Occupy <br />Public Rights -of -Way within the City of Paris for the Construction and Operation of an <br />Electric Transmission and Distribution System; Prescribing Conditions Governing the <br />Use of the Public Rights -of -Way; Providing for Compensation therefor; Providing for an <br />Effective Date and a Term of said Franchise; Providing for Written Acceptance of this <br />Franchise; Providing for the Repeal of all Existing Franchise Ordinances to Oncor <br />Electric Delivery Company LLC, its Predecessors and Assigns, and Finding that the <br />
