Jim Montgomery, 1135 NE 20`" Street, Paris, Texas, spoke in opposition of the <br />petition. Mr. Montgomery stated he has lived on 20th Street for 50 years. Mr. <br />Montgomery stated that this property had two houses on it. One house a gentleman <br />lived in with no electricity but has been burnt down. The other house has been <br />boarded up for over a year only because they City did it. Mr. Montgomery stated <br />that if they take care of the property like they have he is really scared to see what <br />happens. Mr. Montgomery further stated that the individuals that are speaking for <br />the change in zoning are either contractors or citizens that do not live in this area. <br />Cecil Ballard, 1130 ONE 20th Street, Paris, Texas, spoke in opposition of the petition. <br />Mr. Ballard stated that everyone has a lot of money invested in this neighborhood. <br />Mr. Ballard further stated he hopes the commission will deny this development. <br />Cindy Thorns, 1255 NE 22nd Street, Paris, Texas, spoke in opposition of the <br />petition. Ms. Thorns stated she had concerns about the potential water problems <br />and traffic issues. Ms. Thorns further stated she wishes the commission will deny <br />the petition. <br />Constance Robinson, 1325 NE 32nd Street, Paris, Texas, spoke in opposition of the <br />petition. Ms. Robinson stated that she has lived in her home for 85 years. Ms. <br />Robinson stated that when her house was built she was not in the floodway. <br />However, over the years as the City grew and grew that is what put her in the <br />floodway. Ms. Robinson further stated that engineering need to look at what <br />they've created. <br />Virginia Allen, 1240 NE 22nd Street, Paris, Texas, spoke in opposition of the <br />petition. Ms. Allen stated that she is the individual that composed the petition for <br />denial. The petition consists of 49 owners and 51 concerned citizens. Ms. Allen <br />further stated that she had concerns about dangerous traffic and flooding issues. <br />Sandra Hill, 1235 NE 22nd Street, Paris, Texas, spoke in opposition of the petition. <br />Ms. Hill stated she has been a home owner in this location for 36 years and know <br />the problems in the area. Ms. Hill stated the major problem is the water issue. <br />Public hearing was declared closed. <br />Motion was made by Holland Harper, seconded by John Lee to approve the petition with <br />the following conditions a quality engineer survey, TxDOT permit and green space. <br />Motion carried 4 -1, with Chad Lindsey in opposition. <br />5. Consideration of and action on the Preliminary Plat of Lot 3, Block A, Pecan Place Phase <br />IV -A, located at 4300 Block of Pine Mill Road. <br />Carla Easton reviewed the preliminary plat with commissioners.
