commercially oriented use, based on its distillery scale of intensity. Involves dwelling activity: <br />There is no dwelling activity anticipated, except perhaps for security /watch persons or some <br />late —shift employees. Sales: Sales are anticipated as primarily wholesale and/or to <br />distributorships. If a tavern/bar is associated, that would generate retail sales, although this <br />would be a secondary use to the distillery function. Processing: Will include distillation <br />function, and shall meet all required federal, state, and local licensing and other developmental <br />regulations. Type of product: Will be the distillation preparation of consumable liquors. <br />Stora e: Will be determined on a case by case basis. Storage shall be reviewed by the city <br />engineer, city planning manager and the city fire marshal, and shall meet required Performance <br />Standards regarding noise, odor, fumes, dust, toxic, flammable, and explosive material and <br />vibration likely to be generated. Closed and /or open storage shall meet requirements of the City <br />of Paris. Employment: Shall be evaluated and meet requirements for safety, licensing, and <br />required parking and other facilities in support of employment safety, function, and activities <br />regarding a distillery business. Transportation requirements: A distillery will depend on truck <br />transportation. Access and loading and parking facility requirements, in conjunction with <br />employee parking, will be evaluated. General requirements for public utilities including water <br />and sanitary sewer: Specific requirements shall be reviewed by city staff. Particular water <br />requirements shall be evaluated with special attention to potential issues regarding water safety <br />and supply, use and delivery, and protection of city utility systems in relationship to public <br />protection pertaining to enforcement of Performance Standards. Other: Federal and/or state <br />requirements regarding licensing and regulation, in addition to local requirements, shall be <br />determined and enforced by the appropriate governmental authorities. Zoning for distilleries <br />must be approved in a municipality prior to said distilleries applying for the required state and <br />federal licenses. <br />(C) Staff Recommended Zoning District Location: At the December 5th commission meeting, <br />the city staff recommended that distilleries be permitted in the HI Zone, and within the LI Zone <br />only with a Specific Use Permit (which would require a submitted mandatory site plan). After <br />the discussion at that meeting, staff now instead supports the recommendation of the <br />commission. Staff believes that the new use of a distillery would contribute to the employment, <br />tax, and economic bases in Paris. <br />RECOMMENDATION: Conduct a public hearing and approve within the Zoning Ordinance the <br />definition of distillery as stated herein and to allow distilleries as permitted uses in the Heavy <br />Industrial (HI) and the Light Industrial (LI) Zones, and to allow distilleries that produce less than <br />6000 gallons per year only through the Specific Use Permit (SUP) process within the General <br />Retail (GR) and Commercial (C) Zones within the Zoning Ordinance, and to approve Exhibit <br />"B" and "C" as attached and submitted herein. <br />2 <br />
