Item No. 15 <br />memorandum <br />TO: Mayor & City Council <br />John Godwin, City Manager <br />FROM: Alan Efrussy, AICP, Planning Manager <br />SUBJECT: PUBLIC HEARING REGARDING UPDATING CHAPTER 22 OF THE <br />CODE OF ORDINANCES AND THE ZONING ORDINANCE REGARDING MOBILE <br />HOMES AND MANUFACTURED HOUSING <br />DATE: January 4, 2017 <br />BACKGROUND: The present Chapter 22 within the Paris Code of Ordinances addresses Mobile <br />Homes and Mobile Home Parks. This chapter requires updating to address HUD requirements <br />and more current physical development principles, practice, and requirements regarding these <br />types of residentially— oriented vehicles. The enclosed document has been updated by the City <br />staff. At the December 5, 2016 Planning and Zoning Commission discussion meeting, the <br />commission unanimously approved that the commission and the city council conduct respective <br />public hearings to include the contents of the attached Exhibit A, in both the Paris Code of <br />Ordinances and the Paris Zoning Ordinance respectively. At the January 3, 2017 Planning and <br />Zoning Commission meeting, the Commission held a public hearing at which no one spoke <br />either in favor of or in opposition to this request. The commission unanimously recommended <br />approval of the request to the City Council. <br />STATUS OF ISSUE: (A) In conjunction with the update of Chapter 22, and at the request of the <br />City Council, the staff is also recommending the elimination entirely of stand —alone mobile <br />homes from the One — Family Dwelling District (SF -3) through the Specific Use Permit process. <br />The purpose of this decision is that the Council wishes to optimize the SF -3 single — family zone <br />as a traditional single — family residential district, and to allow individual, stand —alone mobile <br />homes only in mobile —home parks. (B) Further, to aid in "localizing" mobile home uses, staff is <br />also recommending that Mobile Home Subdivisions be eliminated as the current permitted use in <br />the SF -3 district, and moved as a permitted use into the Light Industrial (LI) District. As a <br />comparison, and currently, Mobile Home Parks are only allowed in the LI Zone, and as a <br />permitted use. (Comment: This will aid in establishing singular and compatible locations for all <br />moveable —type homes, since they can be congregated in one type of zoning district, that is, the <br />L -1 Zone). (C) To aid the Commission and the Council in their review of the proposed staff <br />
