Regular Council Meeting <br />December 12, 2016 <br />Page 5 <br />protest had been received. He said the applicants were proposing to establish duplex or <br />apartment uses on this property. <br />Mayor Hashmi continued the public hearing and asked for anyone wishing to speak in <br />support or opposition, to please come forward. <br />Chad Stephens, 3935 Miranda, he said his parents had owned this property for over 40 <br />years, it was under contract pending a zoning change, that the change would make improvements <br />in the neighborhood, that Hamilton Properties planned to invest 5 million dollars in Paris or <br />Waxahachie. Jeff Hill, 480 Airport Road, he said several citizens signed the petition but when <br />they saw pictures of the proposed property they changed their minds. He said 8 people wanted to <br />remove their names from the petition, because they signed without knowing all of the facts. <br />Steve Key, 2602 Lamar Ave., Apt. A, he said the P &Z process was good and he was in support <br />of this zoning change. Jim Bell, he said they needed to look at Hillcrest, because it was a bowl. <br />He also said he owned and managed property there and because of the flooding, the engineer <br />needed to get the water going west. Mr. Bell said the drainage ditch had not been cleaned out in <br />a long time. Jim Montgomery, he said he lived 100 feet from the property and safety was the <br />main issue, citing you can't have outlets on curves. He spoke for Ms. Long, who was also <br />against the zoning change. Cindy Thorns, 1255 22nd N.E., she opposed the zoning change <br />because of the water drainage problems and safety reasons. Virginia Allen, 1240 -22n NE, she <br />asked Council to deny the zoning change and urged them to get out and walk the property, so <br />they could see the drainage problems. Deborah Chambers, 1325 22nd NE, she said there had <br />been flooding in her home, she had paid taxes since 1976 and the property owners needed <br />consideration. Bobby Smallwood, 3116 Stillhouse Road, he supported the zoning change and <br />said he believed the city and engineers would require proper drainage. Sandra Hill, 1235 NE <br />24th Street, she said initially there was a small ditch behind her house and each year it had <br />become bigger, and now there was a big hole. Virginia Allen, she said she had water up to her <br />knees when it flooded. Michael Glatfelter, he said if Hamilton Properties wanted to build here <br />that the City had won the lottery. Cecil Ballard, 1130 -20th NE, he said he was a general <br />contractor and he would like growth but not in this neighborhood because of drainage problems <br />and safety issues. He asked Council to consider the homeowners. Robert Woodby, he said he <br />was Jerry Bob Stephen's brother -in -law and if Jerry Bob told them something that he would <br />make good on his word. He said a good engineer could take care of any drainage issues. Janice <br />Woodby spoke in support of this zoning change. Adelphia Faskens, 920 NE 20th, she supported <br />the zoning change and said she had family living with her because there were no available rental <br />properties. Pat Murphy, 5295 Clarksville Street, he said that he understood the homeowners' <br />concerns but the current issues were the drainage problems, and that the first 13 houses were in <br />the flood plain. He also said in they could alleviate future drainage problems through a site plan <br />and retention ponds. George Stephens, he said Jerry Bob Stephens was his brother and that Jerry <br />Bob would not do anything to jeopardize these wonderful people. Chad Stephens addressed <br />concerns of the homeowners and said they had been in touch with the Giffords who had agreed <br />to sell property to them to allow two entrances. He also said there were other apartments and <br />hotels close to neighborhoods. With no one else speaking, Mayor Hashmi closed the public <br />hearing. <br />
