Regular Council Meeting <br />December 12, 2016 <br />Page 6 <br />Mayor Hashmi said whether the Council votes to approve this zoning change request or <br />not, that the City needed to make a priority to address the drainage and flooding issues in this <br />neighborhood. Council Member Lancaster said there had been a drainage problem in this <br />neighborhood for a long time and it needed to be addressed. Council Member Jenkins said he <br />was for development and the concern he had was about safety. Council Member Trenado <br />inquired if the proposed complex was for low income and Chad Stephens said it was not. Mr. <br />Stephens added that they realized there was a flood plain and that would be addressed in the site <br />plan. Council Member Clifford said he had sympathy with people who were having drainage <br />issues and that needed to be addressed. He also said growth was needed in the City. Council <br />Member Frierson said his concern was about safety. City Manager John Godwin said the <br />applicant was pursuing the purchase of additional property for ingress and egress. Council <br />Member Drake said she was not against growth, but these citizens were in her district and taking <br />their concerns into consideration, that she could not vote for this zoning change. She said she <br />had walked the neighborhood and seen the drainage problems. Planning Director Alan Efrussy <br />suggested rezoning the property to a planned development zoning and then they would have <br />legal requirements that would address concerns. Mayor Hashmi made a Motion to follow Mr. <br />Efrussy's recommendation. Mr. Efrussy said it would take a month or so to accomplish this, <br />because it would have to go through Planning and Zoning. Mayor Hashmi inquired of Chad <br />Stephens if they would lose the buyers and Mr. Stephens answered in the affirmative, citing this <br />had to done by January 1. <br />Mayor Hashmi amended his Motion to approve the zoning change, which was seconded <br />by Council Member Trenado. Motion carried, 6 ayes — 1 nay, with Council Member Drake <br />casting the dissenting vote. <br />19. Conduct a public hearing, discuss and act on ORDINANCE NO. 2016 -039: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOTS 18 & 19, CITY BLOCK <br />259, BEING LOCATED AT 610 N.E. 25' STREET, IN THE CITY OF PARIS, <br />LAMAR COUNTY, TEXAS, FROM A SPLIT ZONING OF SINGLE- FAMILY <br />DWELLING DISTRICT NO. 2 (SF -2) AND MULTIPLE - FAMILY DWELLING <br />DISTRICT NO. 1 (MF -1), TO A SINGLE ZONING OF MULTIPLE - FAMILY <br />DWELLING DISTRICT NO. 1 (MF -1); DIRECTING A CHANGE ACCORDINGLY <br />IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER <br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Efrussy said the applicant requested a zoning change from a split zoning of Single <br />Family & Multiple Family Dwelling District to a single zoning of Multiple Family Dwelling <br />District. He also said the Planning & Zoning Commission recommended approval, as did staff. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor Hashmi <br />closed the public hearing. <br />
