Motion carried, 7 ayes — 0 nays. <br />20. Discussion on theft problem and sale of stolen property within the City of Paris. <br />Council Member Lancaster said people were getting their business doors kicked in and <br />property taken and then being sold to people with other shops. She explained about having a <br />person approach her to purchase a mirror that she had seen the day before at an antique store, and <br />that it had been stolen. She said she knew there was a State Law that required persons who were <br />selling items to keep some type of log reflecting items they purchase from people, who they <br />bought if from and identification of the person they bought it from. Council Member Lancaster <br />said that the State Law was similar to the one that regulated pawn shops. <br />Chief Hundley said the theft statute covered under the Penal Code provided a <br />presumption of theft if you were a second hand dealer and you purchased property. He reported <br />they had contacted businesses that sold second hand items and would continue to do so by <br />informing them that the statute existed and they were putting themselves at risk by not asking for <br />identification. Chief Hundley said they were going to do a better job of educating downtown <br />property owners. He also said there were cities that had an active ordinance that included second <br />hand shops to require a log so then the officers could review the logs when they were <br />investigating thefts. <br />21. Discussion and possible action on the City of Paris' requirement of natural gas service <br />inspections and acceptance of inspections by Atmos Energy after 90 days of no service. <br />Mayor Hashmi said he was in favor of whatever could be legally done to make it easier <br />for the residents of Paris. Carla Easton and Jerry McDaniel gave a presentation on the current <br />process of gas test and inspections. Ms. Easton explained for Atmos customers who had <br />discontinued gas service for 90 days, they were required to have a gas pressure test and <br />inspection before the service could be reconnected. After hearing the presentation, Mr. Flowers <br />said the power point reflects that Atmos doesn't perform any inspections of the piping or <br />appliances and that was incorrect information, because he had gone out and seen them perform <br />the functions. Mr. McDaniel said Mr. Flowers was correct, and the City should have been doing <br />it. Council Member Clifford said this requirement was creating hardships for the residents of <br />Paris. <br />A Motion to change the requirement from ninety days to one year for a gas inspection by <br />a plumber once the gas has been turned off at a residence, was made by Mayor Hashmi and <br />seconded by Council Member Clifford. Motion carried, 7 ayes — 0 nays. <br />22. Receive status update on the installation of security cameras in the Downtown area from <br />the Police Chief. <br />
