Regular Council Meeting December 12, 2016 Page 8 Council Member Lancaster said she placed this item on the agenda and wanted to know the status. Chief Hundley reported the City had received quotes from two companies and the technology committee met last week. He said they were ready to proceed and had been working with legal to resolve a few issues but was confident the cameras would be installed by the end of January. 23. Discuss construction of an airport hangar and provide direction to staff. Airport Manager Jerry Ritchey said Federal grant funds were awarded to construct a T- Hangar and access taxiway at Cox Field and there were available funds in the amount of $1,106,666, including a 10% match. He also said the City received bids and the lowest one was for a 4 -unit option. Mr. Ritchey said the City would be responsible for additional costs over the available grant funds and that the Airport Board had requested consideration of funding the additional $433,806 in order to construct a 10 -unit hangar. Mr. Ritchey said the last time hangars were built was around 1999 and additional hangars were needed. Mayor Hashmi questioned why the City would spend $500,000 when they only rent hangars for $150.00. Council Member Drake agreed that they needed more hangars but questioned where they were going to get the money. Council Member Clifford said they were not charging enough for hangars as reflected by supply and demand. Mr. Ritchey said they had not increased the hangar rent in 16 years. Following additional discussion, no direction was given by City Council. 24. Discuss and act on ORDINANCE NO. 2016 -040: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO DAVID THOMPSON d/b /a LONE STAR CAB COMPANY TO OPERATE A TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. A Motion to combine items 24, 25 and 26 was made by Mayor Hashmi and seconded by Council Member Trenado. Motion carried, 7 ayes — 0 nays. Mayor Hashmi confirmed with Mr. Godwin that these were the annual taxi cab licenses. A Motion to approve items 24, 25, and 26 was made by Mayor Hashmi and seconded by Council Member Drake. Motion carried, 7 ayes — 0 nays. 25. Discuss and act on ORDINANCE NO. 2016 -041: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO TRANSPORTATION PROVIDERS, LLC, d/b /a CITY CAB, TO OPERATE A TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
