Discuss and act on ORDINANCE NO. 2016 -042: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO RANEY DAY ENTERPRISES, INC., d/b /a YELLOW CAB, TO OPERATE A TAXICAB BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. 27. Discuss and act on ORDINANCE NO. 2016 -043: AN ORDINANCE OF THE CITY OF PARIS, TEXAS, AMENDING ARTICLE V TO CHAPTER 21 OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; PROVIDING FOR PROHIBITING LOUD AND RAUCOUS NOISES WHICH ARE DEEMED OFFENSIVE TO PERSONS OF ORDINARY SENSIBILITIES; PROVIDING FOR A PENALTY NOT TO EXCEED $500,00; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. City Attorney Stephanie Harris explained this code had not been updated since the 1970's and the revisions to the ordinance would give the public greater notice of what constitutes a noise violation and would make the violations easier to prosecute. A Motion to approve this item was made by Council Member Drake and seconded by Council Member Lancaster. Motion carried, 7 ayes — 0 nays. 28. Discuss development practices and procedures. A Motion to table this item to the next City Council meeting was made by Mayor Hashmi and seconded by Council Member Drake. Motion carried, 7 ayes — 0 nays. 29. Discuss and act on naming of the street located at North Main and Campbell Soup entrance. Mayor Hashmi stated that Marvin Gibbs had made many contributions to the community. A Motion to name the street "Marvin Gibbs Blvd." was made by Mayor Hashmi and seconded by Council Member Drake. Motion carried, 7 ayes — 0 nays. 30. Discuss and act on RESOLUTION NO. 2016 -037: A RESOLUTION APPROVING THE PRIVATE RE -SALE OF MULTIPLE TRACTS OF TAX FORECLOSED PROPERTIES, AND AUTHORIZING THE MAYOR TO EXECUTE DEEDS. Mayor Hashmi recused himself citing a conflict. Mr. Godwin said this was the private re -sale of multiple tracts of tax foreclosed properties that the City had been doing with Tracy Pounders over the past six months. He also said these properties had come up for sale, there was an interested buyer, and the City wanted to go ahead and get them back on the tax roll.
