Regular Council Meeting <br />December 12, 2016 <br />Page 9 <br />26. Discuss and act on ORDINANCE NO. 2016 -042: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO RANEY <br />DAY ENTERPRISES, INC., d/b /a YELLOW CAB, TO OPERATE A TAXICAB <br />BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; <br />FINDING A PUBLIC NECESSITY AND CONVENIENCE FOR ISSUANCE OF SAID <br />LICENSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />27. Discuss and act on ORDINANCE NO. 2016 -043: AN ORDINANCE OF THE CITY OF <br />PARIS, TEXAS, AMENDING ARTICLE V TO CHAPTER 21 OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS; PROVIDING FOR PROHIBITING <br />LOUD AND RAUCOUS NOISES WHICH ARE DEEMED OFFENSIVE TO <br />PERSONS OF ORDINARY SENSIBILITIES; PROVIDING FOR A PENALTY NOT <br />TO EXCEED $500,00; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SEVERABILITY <br />CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. <br />City Attorney Stephanie Harris explained this code had not been updated since the 1970's <br />and the revisions to the ordinance would give the public greater notice of what constitutes a noise <br />violation and would make the violations easier to prosecute. <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />28. Discuss development practices and procedures. <br />A Motion to table this item to the next City Council meeting was made by Mayor Hashmi <br />and seconded by Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />29. Discuss and act on naming of the street located at North Main and Campbell Soup <br />entrance. <br />Mayor Hashmi stated that Marvin Gibbs had made many contributions to the community. <br />A Motion to name the street "Marvin Gibbs Blvd." was made by Mayor Hashmi and seconded <br />by Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />30. Discuss and act on RESOLUTION NO. 2016 -037: A RESOLUTION APPROVING <br />THE PRIVATE RE -SALE OF MULTIPLE TRACTS OF TAX FORECLOSED <br />PROPERTIES, AND AUTHORIZING THE MAYOR TO EXECUTE DEEDS. <br />Mayor Hashmi recused himself citing a conflict. Mr. Godwin said this was the private <br />re -sale of multiple tracts of tax foreclosed properties that the City had been doing with Tracy <br />Pounders over the past six months. He also said these properties had come up for sale, there was <br />an interested buyer, and the City wanted to go ahead and get them back on the tax roll. <br />
