All commissioners <br />agreed. <br />Commissioner Dux then asked the commission if they were ok with hearing the COA in <br />a different order than listed on the agenda based on the amount of time needed for <br />some. All commissioners agreed. <br />4. Discussion and Action on the following Certificate of Appropriateness: <br />Item 4E: COA # 2016 -59 208 S. Main Street: Harrison Walker & Harper; Perry's <br />off the Square. Marvin Gorley represented the company and explained that the <br />restaurant needed some signage for added visibility for the restaurant. Their <br />proposal included two banner type signs on the poles in front of the restaurant, and <br />4 banners stacked two on top of two on the sign pole on the NE corner of the lot. He <br />presented the design and stated he had checked the historic color pallet for <br />appropriate colors. He brought a sample of the sign, and informed the commission <br />that they would be adding some wording to explain that it is a restaurant such as <br />burgers and steaks. Mr Gorley said he appeared before the commission because he <br />was asking for 75 square of signage, 25square feet more than is allowed in historic <br />district without Commission review. He explained that because of Right of Way <br />issues he might not be able to put 4 banners on the pole, which would change the <br />square footage proposed. There was some discussion as to if the pole by the street <br />was going to be painted. A motion was made by Commissioner Knox to approve the <br />additional signage requested, seconded by Commissioner Rolen, Motion carried <br />7 -0. <br />Item 4A: COA #2016 -55 523 Church Street: Matt and Amelia Frierson Window <br />and door repair and replacement. <br />Ms. Jalane Pointer represented the Frierson's, and explained that there was an <br />existing side porch that is currently aside screen porch that they want to replace 8 <br />windows and two French doors with casement crank out windows. She brought <br />pictures. She also stated there was some water damage and repairs that need to be <br />taken care of She brought extra photos for the commissioner to review. <br />Commissioner Dux asked if the crank out casement windows is going to be a single <br />pane or double hung windows as presented in her supporting materials. Ms. <br />Pointer stated single pain glass windows. <br />Commissioner Dux clarified the importance of going back to original material if <br />possible and also keep important architectural features unique to the style and <br />structure of the building. He noted that the simulated window sash design 1 13of the <br />way down from the top of the existing screen windows. He made mention that the <br />windows being proposed would change the look of a very large area of the <br />structure by replacing a large divided area with a large window. He requested that <br />the owner's research and put an artificial check rail in the windows they choose <br />and if this was possible. M. Pointer stated that she agreed and thought it was <br />possible. Commissioner Dux also asked if it is possible to keep the original door <br />frame, but make a recessed space in the case that if someone in the future would <br />
