A motion to approve COA with the recommended changes was <br />made by Commissioner Steely, seconded by Commissioner Alarid, motion carried <br />7 -0 <br />Item 4F: COA # 2016 -60 606 Church Street: Sims Norment Roof replacement. Mr <br />Norment introduced himself and stated that his house is the only house on Church <br />Street with a wooden shingle roof. He also stated that his roof has some places <br />where composition shingles are already being used. He intends to replace his <br />wooden shingles with a color of composition shingles that are very close in color <br />and texture of the wooden shingles. Chairman Dux asked Mr. Norment if he would <br />mind if he addresses the commission with some items to consider before they <br />discussed the Certificate of Appropriateness. <br />Chair Dux read the Secretary of Interior of Standards that is guiding the <br />commission. He discussed preservation briefs with the commission. He asked the <br />commission to be aware that the process they had in front of them is not a matter of <br />personal taste whether things should be approved or denied. He also read the <br />section of the SOIS brief of substitute materials. He had some concerns that the <br />removal distinctive features, or significant changes of distinctive features of the <br />historic districts could result in the removal of National Register district <br />designation. He wanted the commission to understand that too many changes could <br />jeopardize others ability to receive the tax credits if indeed the Historic <br />designations were revoked. <br />Mr Sims was then asked to return to present his Certificate of Appropriateness. The <br />question was asked if the lath roofing was intact, Mr Norment referred to Mr <br />Hoskins who stated that it was intact. Mr. Norment also stated that the roof was <br />put on in 1923. Commissioner Dux noted that the wooden shingles were a <br />significant and distinctive feature to his home. Mrs. Norment said she would like to <br />preserve the roof, but it is very difficult to maintain and is a safety hazard. Mr <br />Norment explained that they have looked very hard to find something that would <br />make this roof look like a wooden roof. Mr. Dux complimented Mr Norment efforts <br />to preserve the building and goes way beyond. Commissioner Barbee made the <br />motion to approve the shingles as presented, seconded by Commissioner Conrad, <br />motion carried 7 — 0. <br />Item 4B: COA #2016 -56 205 E. Houston: Lyle Edwards Replacement Garage door. <br />Mr Edwards stated that he wanted to replace an existing garage door with a new <br />metal garage door. Mr Steely asked if Mr Edwards is living in the building. Mr <br />Edwards noted the GYM was built in 1939, and the metal building was built in the <br />later 1970's. A motion was made to approve by Commissioner Steely, seconded by <br />Commissioner Barbee, Motion carried 7 -0 <br />Item 4D: COA # 2016 -58 205 E. Houston: Lyle Edwards, Gate and Fence <br />Chairman Dux noted the gate that is being presented is a very contemporary gate. <br />
